Further to LTB154/22 dated 31stMarch.

Earlier today we met with Capita TVL management to see if progress could be made in relation to pay bargaining.  The meeting, whilst cordial, was unproductive with Capita saying they were unable to make an improved offer as they were at the limit of their mandate.

Evidently there is a significant gap between the two parties, with our strongly held belief that Capita can easily afford to improve the offer and that there needs to be due recognition of the prevailing economic environment our members are experiencing where inflation continues to rise.

We discussed next steps and in particular the possibility of escalating pay negotiations to the next level of senior management.  We welcomed the potential for this but stressed there would be little point in meeting another manager if they were simply going to go through the motions and reiterate the same position.  We therefore urged Capita to seriously consider this matter further as it feels like an impasse has been reached.  This in turn makes the prospect of a ballot for strike action a step closer.

We are meeting with the Postal Executive tomorrow where this issue will be considered further and a meeting will also take place on Monday 11th April with our TVL Reps.

Further developments will be reported.

Royal Mail & CWU Terms of Reference Scan to Route (Tracked Parcels) Trial

Branches will be aware that Royal Mail faces an increasingly competitive landscape both in the letters and parcels market. It is recognised that customers may wish to have a more defined Estimated Delivery Window (EDW) than is currently offered by Royal Mail, to that which is offered by competitors.  Royal Mail and the CWU are committed to working at pace to undertake a trial of Scan to Route to support deployment of market leading EDW for Tracked items on Core routes.  Market leading EDW is an important enabler to improved customer satisfaction through increased First Time Delivery, which may create the opportunity for future commercial offerings i.e. live redirection validation, and enhanced in-flight redirections.

Additionally, there would also be a significant safety benefit of Scan to Route for delivery members, in the form of automatic hazard alerts on a PDA.  Where hazard data is contained within the HUE / WRAP system and the Scan to Route process has identified a delivery point (which correlates to this hazard), it will then be possible to alert the delivery colleague to the hazard before they attended the delivery point. This will also form part of the proof of concept trial and further learning.

This Proof of Concept trial therefore aims to gather further learning from Delivery OPG’s to understand the:

  • Redesign required to standard operating procedures (SOPs) to enable Tracked parcel items to be scanned to route at the delivery preparation frame

Royal Mail and the CWU propose to trial this new process and modifications to PDA indoor and outdoor applications, at Cranleigh Delivery Office.

Trial Scope 

  • The trial will take place at Cranleigh Delivery Office (Guildford area) – to undertake User Acceptance Testing (UAT) on the PDA application functionality, and measure the operational and workload impact of Scan to Route within the Delivery operation 
    • 18 Walks in total, mixture of shared pairs, singleton vans and HCT
    • Tracked Ready For Delivery scanning compliance +99.5%
  • The trial will focus on: 
    • the identification of Tracked parcel items at delivery preparation frame
    • manually scanning the barcode label on the tracked parcel items at a delivery preparation frame, using the current PDA technology, with modified indoor and outdoor applications
  • The trial is scheduled to commence 11th April 2022 and will be completed no later than the end of May 2022
  • The trial details: 
    • Up to 7 weeks with delivery colleagues undertaking the Scan to Route process i.e. identifying tracked parcel items at delivery preparation and scanning them with a PDA utilising modified indoor and outdoor applications on a PDA
    • Confirming PDA indoor and outdoor functionality is acceptable for trial
    • Confirming operational and workload impacts for the Scan to Route process in a Delivery Office

Health & Safety and Safe Systems of Work 

It is reaffirmed that Health & Safety and SSOW are of paramount importance to both Royal Mail and the CWU, as such, the Delivery SAC1 will be reviewed and updated in line with any required indoor floor plan changes. Any issues arising in this respect will be proper to the relevant RM safety experts and the CWU National Health Safety, and Environment Department.

Review/ Summary

Royal Mail and the CWU both understand the importance of being able to offer consumers a first-class digital experience to enhance the trust that already exists on the doorstep.

These Nationally agreed Terms of Reference will be formally reviewed at the end of the trial period by RM and the CWU Nationally, taking full account of all experiences and the feedback gathered in the trial site. The review will also jointly determine next steps along with any further expansion or rollout program of the concept beyond the trial site which will be subject to further discussions and joint National agreement

Any questions of interpretation, implementation or application of this Joint Statement shall be referred to the signatories as a matter of urgency for resolution and any local issues will be subject to the industrial relations framework.

TUC NEW DEAL/COST OF LIVING DEMO – 18TH JUNE – MOBILISING THE CWU

The TUC demonstration in London on 18th June is just over two months away.  Given the need to get hundreds of thousands of workers onto the streets, we must begin preparations immediately. 

Given the size of our union and the fact a lot of our members work on a Saturday, we must also prepare for this demonstration in a way we have never previously done. 

Therefore, it’s crucial that every branch of the union delivers a massive turnout on the 18th Juneand we ask branches to commence planning on how you will maximise the turnout from your area. 

As well as coming up with your own ideas, we are calling for every branch to:

  • Book coaches and advance travel.
  • Finances allowing – apply for as many local reps as possible to be released from duty.
  • Ask every member or representative planning to attend to bring friends and family members. 
  • Publicise the attached poster (or your own branch version) in every workplace in the branch area. 
  • Brief offices on the importance of this rally and how it is designed to support our ongoing industrial work, including pay claims. 

We will be using every possible opportunity to promote attendance at the rally, including briefing branches at the forthcoming CWU Conference and we know that making this a success will require the whole union to get behind this mobilisation. 

We will be asking our Regional Secretaries to oversee the implementation of the mobilisation strategy set out above and all unions have agreed to report on progress to the TUC at fortnightly organising meetings. 

Whatever way we turn at the moment, there is growing pressure on our members, their families and workers everywhere and we cannot afford to wait and hope for political change.  It now falls upon the trade union movement to come together and defend workers. 

Our demands will include proper pay rises in response to the cost of living crisis and end to fire and rehire as part of the overall new deal for workers campaign. 

The CWU is committed to delivering our biggest turnout for a rally in our history and we look forward to working with every branch on this project over the next two months.

Trade Unions Stand with Ukraine – Demonstration on Saturday the 9th of April in London

Today we are advising branches and members of our support for the Unions Stand with Ukrainedemonstration on Saturday the 9th of April in London.  The rally will take place in Parliament Square at 12 noon before heading to Downing Street.

As you will be aware, the Russian government’s violence has caused thousands of Ukrainian deaths and forced millions to flee their homes.  The devastation of this appalling and reactionary invasion has only grown worse over the last month, from attacks on hospitals and essential services to chaos at the borders of neighbouring countries.  The CWU condemns this violence and has made a donation to the International Trade Union Confederation’s combined response for Humanitarian Aid. However, even with this horrific crisis, we can see that working people – though separated by borders, nationalities and backgrounds – are united in their condemnation of needless aggression, suffering and war.

As a trade union movement, we call for peace and for all governments to reach a negotiated solution.  We send solidarity to the trade unionists of Ukraine who have been engaged in humanitarian assistance and resistance to the invasion.  The CWU, alongside other unions, also calls on the UK government to welcome refugees seeking to come to the UK, without imposing restrictions.

We support the Unions Stand with Ukraine demonstration on Saturday and send our solidarity to the Ukrainian people and their trade unions.  More details about the demonstration are available in the attached documents (provided in both English and Ukrainian).
