Correct Procedure for the Delivery of SD Items

Recent enquiries into the department regarding the correct procedure for delivering SD items has led us to issue the following clarity, after consultation with Royal Mail.

The current policy, which is designed to protect delivery employees and mail integrity, is that it is not permissible to hand any mail to people in the street.

Additionally the only situation where it is permissible to hand an item over once a “Something for you” card has been delivered is if the occupier/recipient opens the front door whilst the Delivery OPG is still on the garden path/premises. The item can then be handed over and the P739 card retrieved at the same time. This procedure is also permissible when a Delivery Officer returns to a delivery point to deliver standard mail items after they have made an earlier unsuccessful delivery attempt for a Special Delivery item.

After scanning an item as “Not Delivered” and then being able to deliver the item as outlined above, the delivery OPG can simply scan the item/s again and follow the “Delivered” process. This procedure is documented within the PDA Training Guides. This second scan does not affect Q of S as the original scan stops the performance clock and this information should not be overwritten.

It should also be noted that under no circumstances should items be scanned as undelivered without a delivery attempt being made at the authorised delivery address on the item.

First Time Delivery/Delivery to Neighbour – Nominated Neighbour Guidelines

Branches will be aware of the revised National Agreement covering “First Time Delivery – Delivery To Neighbour” contained in LTB 385/14 and the ongoing work of the Safety, Customer Service & Quality Strand within the Integrated Delivery Programme.

As part of the work being undertaken by the strand which has seen the first time delivery rate rise to approximately 91% on a National basis, we have looked at introducing standard processes. This has identified a number of anomalies which are mainly down to placing too much emphasis on delivery OPGs and basically attempting to make them the scapegoat for failed first time delivery.

As a result we have agreed a standard process which involves Enquiry Offices collating information from customers when they collect a P739 item and asking them if they have a preferred neighbour which is then logged. This is designed to assist OPGs being able to identify an alternative delivery address to the original addressee which at the same time helps to increase the first time delivery success rate.

Whilst we have agreed to the attached guidelines, it is made clear to the customers when visiting the Enquiry Office that the acceptance of this information does not guarantee that delivery to their nominated neighbour will always be achievable. In addition we have also agreed that there will be no culpability associated with any OPGs if they fail to attempt or complete delivery to a nominated neighbour.

The process will be kept under review in the IDP Strand to monitor the number of requests, the success rate of first time delivery and also to enable any findings to be fed into the ongoing discussions around future software on the new PDAs.

Branch financial report 20/1/15

Colleagues,

Yesterday the Branch undertook an audit of it’s bank accounts and practises. The audit was performed by Pete Metcalfe (CWU Senior Policy Advisor) and Linda McNamara (CWU Branch Finance Software Manager) and was attended by myself, Amanda and Richard.

The audit lasted over 4 hours and during that time questions were asked e.g. on how we perform certain tasks and duties when paying out monies, how the accounts are reconciled each month, what procedures are in place for keeping a record of Branch assets. The auditors also sampled numerous transactions from our 3 accounts (General, Political & Benevolent accounts) to ensure that the claim forms/invoices matched the bank statements which in turn matched the accounts reconciled to CWU accountants.

Pleasingly, the auditors gave the Branch a ‘clean bill of health’ insomuch that they were more than satisfied with our procedures, record keeping etc. There were a couple of recommendations put forward by the auditors regarding the Branch’s additional contribution to the Death Grant Benefit and whether the Branch Benevolent Fund is being used in a manner which doesn’t fall foul of any financial regulations. These recommendations can be discussed further at next weeks BCM, however it must be stressed that these are only recommendations and that any decision on changing current Branch procedures/rules should be dealt with at an AGM or EGM.
