Greener Jobs Alliance (GJA) Newsletter No. 18 December 2018-January 2019

The Greener Jobs Alliance was launched to promote skills training and job creation to meet the needs of Britain’s rapidly growing low carbon sectors and to green the whole economy.

The transition to a low carbon and resource efficient economy can drive sustainable economic recovery and job creation in every part of the country as well as making existing jobs more secure. But this requires a more strategic national and local approach to deliver the workforce skills needed and to stimulate demand for clean energy and energy efficiency services.

The Greener Jobs Alliance liaises at a national and local level to build the broadest possible support for the policies, investment, partnerships and commitments needed to drive the transition to a low carbon economy.

The Greener Jobs Alliance liaises with training bodies, colleges, universities, employers, local and national government, trade unions, housing associations and campaign and community groups – to build the policies, investment and partnerships needed to drive the transition to a low carbon economy.

The GJA runs a number of ‘free’ courses on the environment for Trade Union Reps in different parts of the UK which have been attended by a number of CWU Reps.

The GJA came into existence as a result of funding from Battersea and Wandsworth TUC.

The Greener Jobs Alliance have informed the CWU/HQ Health, Safety & Environment Department of the details of the GJA Annual General Meeting which will take place on 29 January, 1pm – 2:30pm at UCU HQ, Carlow St, London NW1 7LH. The nearest London Underground station is Mornington Crescent on the Northern Line.

There is an open invitation to CWU Reps wishing to attend.

Time to get serious about climate change:

The AGM Theme is “Time to get serious about climate change”. The GJA asks; ‘ Has there ever been such a massive gap between science and government policy?’ The next 12 years will be crucial as to whether we stand any chance of preventing the world from tipping in to ever more dangerous levels of global warming. What kind of Industrial Strategy will be needed to get us to net zero carbon?

Guest Speakers:

Chi Onwurah MP Labour Shadow Minister for Industrial Strategy, Science and Innovation and Sampson Low, UNISON Head of Policy will present their ideas and respond to comments and questions.

Royal Mail Fleet: Appendix A Draft Agreement

Further to LTB 009/19 I am pleased to report that a revised offer has been received from Royal Mail Fleet which the Postal Executive is recommending for acceptance in an individual member ballot of RM Motor Transport Grade members. Key points

The offer incorporates the 2% April 2019 pay award and a cash equivalent value of the two 1 hour reductions in working time linked to the 2018 and 2019 pay reviews in the Four Pillars Agreement.

Pay

  • Increase of 14% in basic pay for all MT grades from 1st April 2019, which becomes pensionable from 2020
  • 14% increase in London Weighting and Scottish Distant Islands Allowance from 1st April 2019
  • 7.6% increase in standard shift allowance from implementation of workshop revisions based on the agreement. Reserved rights shift payments remain at current rate
  • Current overtime rate at grade maximum converted to a cash rate and increased by 2.7% Monday to Friday rate applied across six days Monday to Saturday. From date of implementation of workshop revisions
  • Senior Technician allowance retained at current rate
  • Cessation of Business Transformation addition to basic pay from implementation of workshop revision
  • Cessation of RRIS payment from implementation of workshop revision – payment of lump sum equivalent to value of RRIS from implementation of revision to end March 2020

 

Standardisation and Flexibility 

  • Saturday working within conditioned hours, based on 4 attendances across 6 days
  • Core workshop opening times of 8 – 6 Monday to Friday and 8 – 4 Saturday. Opening hours not limited to core times – workshops may open earlier and may remain open later compatible with customer service requirements
  • Revisions to be implemented aligned to core times by 1st July 2019
  • Maximum 1 hour flexibility per day – time to be taken back as soon as possible – maximum of 4 hours accrual
  • Privilege days incorporated into annual leave entitlement. Increase in annual leave entitlement to 30 days after 20 years’ service for apprentices, technicians and fleet assistants. Current shift supervisors will retain personal rights to a maximum 6 weeks 2.5 days leave entitlement

Career Path and Upskilling

Work to design and agree new frontline role structure to be completed by 31st May

  • Introduction of Service Reception Engineer role aligned to shift supervisor pay
  • Introduction of lead technician (diagnostic) aligned to single pay point of £32,890
  • New Storeperson grade and pay rate to be agreed

A series of meetings is being scheduled to present the deal to members prior to the ballot, details of which will be provided to branches when finalised. It is anticipated that the ballot will open in the last week of February.

Terms of Reference between Royal Mail and the Communication Workers Union for Joint Working around Work Measurement and Planning Value Development within Deliveries

Dear Colleagues,

As Branches will be aware, the Guiding Principles Agreement (Four Pillars Agreement) contains at paragraph 10.2 a section which relates to efficiency and productivity measures used within the company. The section includes within it the need to review the current measures involving all functions in order to arrive at an agreed and recognised measure.

Although this activity outlined above and the exact detail of the review is still being developed and would in itself be subject to a separate agreement, as a result of some initial meetings taking place with Royal Mail last year, it became apparent that whilst there are CWU nominated and trained Industrial Engineers within other functions there were none who were from or working to the delivery function. As a result of this dialogue with Royal Mail, the company indicated in August 2018 that they were prepared to offer three places on a training course in order to provide a similar opportunity within the delivery function. We believe this will be of great benefit to the CWU going forward in relation to the likely amount of different trials and proposed changes to methods which will need evaluation from a CWU perspective.

Consequently, three CWU nominees were put forward and have now successfully completed the necessary training and will be available to carry out the work on behalf of the Outdoor Department as of January 2019.

We have concluded a Terms of Reference with Royal Mail (attached), which has been cleared by the Postal Executive, and which sets out the agreed activity and engagement and outlines the way the CWU nominated Industrial Engineers will work in delivery, along with their roles and remit and any necessary support which may be required.

Whilst developments in this area will be subject to ongoing review and the attached TOR reflects arrangements already in place and agreed by the Union covering other functions, the establishment of the three CWU nominated Industrial Engineers is seen as positive in terms of genuine engagement with Royal Mail around work measurement and planning value development within deliveries.

On the 16th January 2019  Mick Goldsmith and myself, as delegates on behalf of the CWU Eastern No5 Retired Members attended the first quarterly meeting of the N.P.C. Eastern Region, which tookplace at the Moreton Hall Community Centre, Bury St Edmunds, IP32 7EW. A report of what took place is as follows.

 The Dignity Action Day will be on Friday 1st February 2019.

 

What is Dignity Action Day?

 

 Dignity Action Day gives everyone the opportunity to contribute to upholding people’s rights to dignity and provide a truly memorable day for people receiving care. Dignity Action Day aims to ensure people who use care services are treated as individuals and are given choice, control and a sense of purpose in their daily lives.
 “Dignity Action Day highlights a more respectful way of behaving towards vulnerable people. The very old and the very young clearly need our respect, but it wouldn’t do any harm to spread the dignity message across the population then we can all benefit.”

 

              Supporting Dignity Action Day will:

 Raise awareness of the importance of Dignity in Care
 Provide someone with an extra special day
 Demonstrate that everybody in the community has a role to play in upholding Dignity in Care
 Remind the public that staff have a right to be treated with dignity and respect too.
 Provide a great community networking opportunity.
 On Dignity Action Day we ask health and social care workers to promote dignity in their place of 

work. We also asks members of the public to promote dignity for people in their communities.

 

TV licences.

 There was an update on the campaign to retain free TV licenses for people aged over 75, and the NPC has joined forces with Age UK. The NPC are also planning a Demonstration outside the Department for Digital, Culture,Media, and Sport.                                                                             

             100 Parliament Street Whitehall at 12 noon on the 7thMarch 2019.

 

 A Delegate from WASPI (Woman Against State Pension Inequality) gave a brief presentation on their cause and the injustice of making several changes to the rate of increase in the age at which woman have to wait for their State Pension.  It was shown that woman born during 1953, & the age they can receive their State Pension can vary by up to 3 years 4 months. This would also have the same effect when they apply for their concessionary Bus pass.

HSE Connect Conference 2019 – The Vox Conference Centre, Birmingham, 20 February 2019 – (A Free to Attend Event)

The Health and Safety Executive (HSE) has announced their ‘HSE Connect Conference which will take place on Wednesday 20 February 2019 at the Vox Conference Centre, Birmingham.

The ‘HSE CONNECT Conference’ is a free to attend event which will be an interactive day of lectures, seminars, exhibitions and workshops. It brings together industry, the regulators, trade unions and intermediaries to showcase good health and safety practice.

HSE state that they want people you to come along to explore how the world of work is changing, question the HSE on how health and safety is developing and pick up useful tools and techniques for effective and proportionate risk and safety management and control.

There will be a key note speech addresses by Martin Temple, HSE Chair and David Snowball, HSE Acting Chief Executive Officer.

Places are free and are limited to a first come first serve basis and so CWU Safety Reps wishing to attend are invited to book a place but need to do so quickly to ensure a place.

The Vox Conference Centre is located at ‘Resort World’ which is a ten minute walk from Birmingham International Railway Station. There is ample car parking and the Centre is signposted from all major motorway road routes. The Sat-Nav location is B40 1PU.

POST OFFICE: AGREEMENT FOR A REVISED CROWN OFFICE INCENTIVE SCHEME – BALLOT RESULT

Further to LTB 008/19 dated 8th January. 

Branches will be aware we reached a Collective Agreement with the Post Office in relation to a new Incentive Scheme for our Crown Office members. I am pleased to advise Branches that our members have voted overwhelmingly in favour of the Agreement via a consultative ballot which closed today. The result is as follows:

In view of the above result, the £100 “lead-in” payment (for both full-time and part-time members) will be made with January salaries. 

The annual Incentive Scheme payment for on-target performance of up to a maximum of £1000 will be made with May salaries. Please refer to LTB 008/18 for full details of the mechanics of the new scheme.

I would like to thank members once again for their patience and understanding whilst these negotiations have taken place. I am confident that the new Incentive Scheme will provide our members with a better and fairer opportunity to achieve improved bonus payments.
