New CWU Head of Communications, Engagement and Media
 
The purpose of this LTB is to advise Branches that Chris Webb has been appointed as our new Head of Communications, Engagement and Media and that he will take up the role on the 4th January 2016.
 
Branches may be aware that Chris has previously been doing some consultancy work for the Union including the People’s Post Campaign and organising the very successful event held in Manchester.   
 
From the 4th January 2016, Chris will now be responsible for the overall communications of the Union and we are confident that he will bring new ideas and a fresh approach to develop and improve our Communications and Engagement strategy.

Labour Party Youth Conference 2016: Call for Delegates 

The next Labour Party Youth Conference will take place on Saturday, 27th/28th February 2016 in Scarborough. Next year’s Youth Conference is set to be the biggest ever.  

All delegates to Labour Party Youth Conference must be under the age of 27 at the beginning of the conference. At the conference elections will take place for a number of key Young Labour positions including the Chair of Youth Labour, the Young Labour Executive Committee and the Youth Labour Representative on the Labour Party NEC.

Under rule, the CWU Youth Committee has responsibility for selecting delegates to this event. Expressions of interest in being a delegate to the Young Labour Conference 2016 are now being sought from branches and Regional Youth Committees.

As well as being under 27 on 27th February 2016, prospective delegates must Labour Party members.

Branches and Regional Youth Committees are asked to forward details of any interested member to my office at CWU headquarters to be received by no later than 12 noon on Wednesday, 6th January 2016.

The following details need to be provided:

• Name

• Address

• Contact email

• Confirmation of date of birth

• Labour Party membership number

Delegations must also be gender-balanced and given the male/female split in the CWU’s membership, expressions of interest from young female members are particularly encouraged.

Branches and Regional Youth Committees are thanked in anticipation of their assistance. If more expressions of interest are received than there are places available on the delegation, the Youth Committee will make a final selection under the terms of rule 13.4(b).

Dear All,The PTUC AGM will take place on Thursday 18 February 2016, venue to be confirmed (please keep checking the website ptuc.co.uk. Twitter account @peterboroughTUC and Facebook page Peterborough Trade Unions closer to the time for confirmation).
Attached is the affiliation form for the year. I would encourage all delegates to forward the affiliation form to their Branch Secretary in order to make the affiliation for the coming year as soon as possible.
Also attached is a nomination form for PTUC Officers and Committee Members for 2016. If delegates wish to stand for election, please complete the form and send back via email or by hand, no later than Thursday 28 January. Seconders for positions will be accepted at the AGM.

Motion 18 – Postal Conference 2015. 
Motion 18 (reproduced below) was carried at Postal Conference 2015.

 
MOTION 18

This Conference agrees that the agreed Contact Strategy, as detailed in the 2012 Royal Mail Attendance Procedure is being routinely abused by managers in the localities and invariably these abuses are heavily influenced and supported by RM’s HR function; further agrees that in order to provide effective representation to members, protection of all elements of our national agreements is paramount.

 
This Conference therefore agrees that the Postal Executive will write to all Branches with Royal Mail members seeking evidence based reports on the differing abuses in their Branch areas.

 
Once these reports are collated, it will be the intention of the Postal Executive to secure a Joint Statement with Royal Mail which specifically states that the agreed terms must be adhered to, and that any locally derived initiatives will not be tolerated by either party.

 
Since conference, the department has regularly met with Royal Mail on the issue. The priority has been to ensure any abuses of the contact strategy ceased and we understood the function HR plays within the contact strategy.

 
We have been successful in getting all local variation of letters around contact strategy withdrawn.

 
We have also visited the HR service centre and spoken to senior managers and team leaders at the centre. During our visit we expressed our concerns and found out what information HR provide to managers.

 
It should be noted any decision taken by the manager, is the responsibility of the manager and therefore the manager should be able to justify the decision themselves. The statement “I have spoken to HR” (or similar) is not acceptable.

 
I would also like to bring LTB 795/15, dated 14th December 2015 to the attention of branches. Within the LTB it explains the new Attendance Management Team which has been set up.

 
If branches have evidence based cases where you believe the contact strategy is being abused, please provide them to the department by 15th January 2016. Any cases received will be discussed with Royal Mail the following week.

Further to LTB 775/15, the online registration system for registering delegations to the above event is now open. The full details of the event are as follows:

Registration:​10.00 am​

Time:​ ​11.00 am – 4.00 pm

Branches are invited to send a maximum of 5 delegates.

Delegations for the event must take account of proportionality of the branch membership and include representation from under-represented groups. The delegation must also include at least one principle officer of the Branch i.e. Secretary or Chair. For Postal Branches it would be desirable that a senior Industrial Representative be included in the makeup of the delegation.
