OYAL MAIL: MULTICHANNEL CUSTOMER EXPERIENCE (MCE) – 2015/16 HALF YEAR BONUS PAYMENT 
Branches are advised there were three out of six measures where targets have not been achieved in relation to the MCE bonus scheme for the first half of 2015/16. For our members working in MCE this means a half year bonus of £250 (compared with £450 for the same period last year) which will be paid with November salaries.

 
A Joint Statement has been agreed with Royal Mail MCE and is attached to this LTB for your information.

 
Disappointingly this is the lowest bonus payment we can ever recall being paid and obviously this will be badly received by our MCE members especially as the achievement of some of the measures are out of the control of members. However there is still the opportunity for members to earn a further £500 bonus for the second half of the year.

 
I have registered my concerns with management regarding bonus measures that have been failed through no fault of our members. I will not let this matter rest and will be making further representations to senior management regarding my legitimate concerns. 

 
Further developments with regards to discussions over my comments above specifically relating to certain measures such as the scale of Customer Complaints and the detrimental impact on bonus payments will be reported as appropriate. There is no doubt that the well documented actions of Royal Mail in respect of job losses in deliveries has in turn increased the number of Customer Complaints and this has resulted in extra pressure being placed on our members to serve the customers. The net result is that bonus measures have been failed and this has impacted detrimentally on our members’ bonus payments.

ROYAL MAIL GROUP – HALF YEARLY FINANCIAL RESULTS 

Please find attached to this LTB a paper from CWU Research highlighting the key points contained in the company’s financial results, issued today, together with a press release from the DGS(P) Department.  

 

Despite the tough competitive and regulatory environment, the latest results (covering the six months to 27 September 2015) show that overall revenues and profits were broadly flat. Operating costs are down and employee productivity has risen significantly with efficiency improvements delivered across all parts of the Royal Mail Group.

 

To maintain such a solid performance in the face of increased competition and huge price pressure, while still delivering an excellent public service, is clearly a testament to the continued hard work and commitment of CWU members and the vital contribution they make to the success of the business.

 

But the latest accounts do not paint the full financial picture and reflect the wider impact of full privatisation. The Government took £750m out of the business when it sold its final stake in Royal Mail and, to date, the company has paid out £343m in dividends to private shareholders (a figure that will rise to £416m by January 2016).

 

Through the People’s Post campaign, the union will continue to challenge the role of the Regulator and press for a level competitive playing field that allows Royal Mail to fulfil its Universal Service obligation and deliver to every home in the country, at a uniform price, six days a week. The Regulator should be in no doubt that the CWU will continue our campaign to protect not only the postal service but also our members’ terms and conditions and the Agreement we have with Royal Mail to deliver long term growth and success.

 

However, underneath these positive results is declining morale in the workplace particularly in the light of Royal Mail’s failed resourcing strategy. Clearly steps have been taken to address that issue and as well as us pushing the growth agenda (which is crucial in the light of the continuing decline in letter traffic) we will also be reminding Royal Mail that real success is not only measured by the statement of accounts but by a tangible, mutual interest of conditions in the workplace consistent with our Agreements.

Trade Union Bill – Report Stage and Third Reading Update 

As you will have seen, the Trade Union Bill had its report stage and third reading in the House of Commons last week. As was expected, with the Conservative majority in the Commons, the Bill was voted through despite sizeable opposition from Labour and other parties and it will now go on to the House of Lords.

 

The first and second reading stages in the Lords are likely to be held before Christmas with subsequent stages expected to be held in the New Year. Given that no single party has a majority in the House of Lords, as we have seen with the recent developments on tax credits, these stages offer the best chance of securing changes to the Bill, though any amendments would need to be approved by the House of Commons in order to go through.

 

With the parliamentary process on-going and the possibility of amendments coming back to the House of Commons next year, it is extremely important that Branches continue to campaign against it by lobbying Conservative MPs and raising the issue in local media and elsewhere, to make clear the strength of opposition to the government’s proposals. Resources for this were attached to LTB 696/15.

 

As Branches will be aware, the TUC Congress in September agreed that the TUC should put together a comprehensive strategy for fighting the Bill, which included a co-ordinated national day of action and protest against the Bill across the country. The CWU is pushing for a firm commitment to this from all unions and for the TUC to agree a date for this as quickly as possible.

2.​CWU ELECTION MEMBERS OBSERVERS

 

Branches will be aware that the regulations for the above election contain the following statement:

 

“Returned ballot papers will remain unopened in their envelopes until the close of ballot. Two lay CWU members (who do not hold any elected or appointed position) will be selected as observers. The Observers together with the Senior Deputy General Secretary will attend the start of the count of the ballot papers. Their sole responsibility will be to ensure that the envelopes are unopened prior to the commencement of the count, after which the Scrutineer shall arrange to count the number of valid votes cast for each candidate. The Scrutineer will declare the results of the election as soon as possible after the completion of the count.” 

 

The purpose of this LTB is to seek your branch assistance in publicising the information detailed below to all members of your branch.  

 

CWU ELECTION MEMBERS OBSERVER – 2015

 

The CWU is looking for two lay members of the union (who do not hold an elected or appointed position) to be Members Observers at the election count for CWU NEC Vacancy (Postal Constituency) position. The count will take place at offices of ERS, London on 14th December 2015.

 

Interested? The two observers will receive 2 paid days off work, subsistence and travel expenses and a fee of £100 after tax. Delivery to Neighbour – Bespoke P739 “With your Neighbour” Card

Further to LTB 211/15 regarding the trial of a bespoke P739 “With your Neighbour” card that informs customer’s that an item for them has been delivered to a neighbour. We have now agreed that the bespoke P739 will be rolled out to all Delivery Offices and become a standard product to be used by Delivery OPG’s.

The use of the bespoke P739 “With your Neighbour” card will be carried out in line with the Nationally Agreed Guidelines for Delivery to Neighbour.

The use of the revised P739 card will be subject to ongoing review by the Improving Customer Experience Strand of the Integrated Delivery Programme to understand whether there is an improvement in 1st time Delivery and Delivery to Neighbour and whether there is any adverse affect on customer, quality and performance measures.

The training for frontline OPG’s on the use of the bespoke P739 card will be undertaken by Workplace Coaches and through a WTLL brief (see attached).

2015 Vet Report’ on Territorial Dog Aggression To Be Published at the Olympia London Vet Show on 19th November 2015 

A major report on Dog Aggression will be published on 19th November which the CWU have been involved with in relation to being interviewed and agreeing a quote that forms part of the report.

 

Dr Huw Stacey BVetMed DipAS(CABC) MRCVS Head of Clinical Services at the ‘The Pets at Home Veterinary Group’ and Editor of the Report approached CWU requesting our participation to which we agreed.

 

The Pets at Home Veterinary Group, made up of ‘Vets4Pets’ and ‘Companion Care’ produce “The Vet Report” which is a series of annual publications, aimed at raising understanding and awareness of current affairs in pet health amongst pet owners and the general public.

 

Through their 350 Vet surgeries and also their ‘Pets at Home VIP club’, The ‘Vet Report’ can reach more than three million pet owners, so it gives the potential opportunity to make real changes to pet owner perceptions and behaviours. 

 

It was decided that canine territorial aggression would be the topic featured in the 2015 Vet Report, in particular highlighting the problem that it presents to postmen and women. As well as the printed and online versions of the Vet Report the publishers are also looking to make a separate feature either as a video or infographic that directs people to the article itself.

 

A canine behaviourist will be involved in authoring the Report feature article.

 

The Vet Report is being launched at the London Vet Show at Olympia on 19th November at 4pm. The organisers have invited the media to attend the event and for post launch interviews, with further media interviews planned the following day 20th November.

National Health and Safety Officer Dave Joyce will participate in the launch event.

 

The organisers have been progressing things with the broadcast media for interviews at The Vet Show about Territorial Dog Aggression and that will go out on Breakfast News TV – i.e. Sky Sunrise and BBC Breakfast.

 

The Organisers have requested 10 Case Studies, in different parts of the country – Dog Attack Victims prepared to talk to the media. Regional Health and Safety Forum Secretaries have been invited to suggest volunteers. If you have any volunteers please forward contact details to the Health, Safety & Environment Department at CWU HQ.

 

The 2015 Vet Report:-

 

➢ The UK sees approximately eight postal workers attacked by dogs every day.

➢ Since the Dangerous Dog Act changed its laws in 2014, prosecutions of dog owners by Royal Mail have increased by 62%.

➢ The 2015 Vet Report explores and discusses territorial aggression, which is the cause of many dog attacks, to help combat the issue.

➢ As the popularity of online shopping and ‘signed for’ deliveries continues to grow, it means more postal workers are at risk of coming into direct contact with dogs who may show signs of territorial aggression.

➢ Approximately eight postal workers are attacked by dogs every day in the UK, amounting to 30,000 attacks in seven years. What’s more, an estimated 200,000 people are said to be bitten by dogs every year, but many are not reported as these attacks predominantly happen on the dog owner’s property.

➢ This year’s annual Vet Report from Vets4Pets explores and discusses this behaviour, which is known as ‘territorial aggression’, and looks at how to combat the issue.
