Dear Simon

As you know your proposed agreement has been unanimously rejected by the union’s Postal Executive.

The number of job losses associated with your plans for the future are completely unacceptable and represent the biggest assault on any group of UK workers in decades.

Only 18 months ago your employees and our members were praised as key workers that kept the country and the company going during the pandemic. It is outrageous that you now want to force through mass job losses, including compulsory redundancies, as part of what can only be described as an asset stripping plan.

It is also totally immoral and potentially illegal, for you and the Board to implement these proposals by choosing to simultaneously recruit unlimited numbers of self- employed drivers and new entrants on significantly inferior pay, terms and conditions, rather than retaining loyal and hardworking Royal Mail employees who still want a job.

There is no union or worker in the country that would accept this position.

Your proposals will also lead to the destruction of a 500-hundred-year old public service and the end of the Royal Mail brand as we know it.
Imposing up to 3 hour later starts means you are abandoning the a.m. delivery period, forever denying the opportunity to develop new products and services. This amounts to the company deliberately running down customer services and turning Royal Mail into just another gig economy employer.

On pay, you keep claiming that what you are offering is worth 9%, you know this is not true and our members have seen right through it.

It is now incumbent upon you to re-engage in intensive negotiations with the union to resolve this dispute – this is what your employees, our members and the public expect of the CEO. Nothing else can be more important. This means you personally investing the time required to reach agreement. No more picking and choosing when you attend the negotiations.

The CWU remains committed to a negotiated settlement and will make ourselves available for talks later today and on Monday and Tuesday.

During our ACAS talks, the union put forward an alternative plan for the future, which you and your team acknowledged had a lot of merit. It was also stated by your team that the RMG Board had a similar view. We now want to put our plan in front of the RMG Board and I will be writing separately to the Chair Keith Williams and all Board members on this.

In the meantime, let’s talk later today and make ourselves available as soon as possible for further direct negotiations or talks facilitated by ACAS.

Branches and Representatives will know that negotiations have been continuing with Royal Mail Group on our disputes. Having rejected the latest offer as not meeting the aspirations  of our members and in order to keep the pressure on it was important that the union today served the statutory notice of discontinuous strike action to RMG.

The strike will cover all duties and scheduled attendance commencing between the period at or after 04:00 on Friday 9th December 2022 and before 04:00 on Saturday 10th December 2022.  The industrial action will be discontinuous.

Branches will be aware that the Senior Deputy General Secretary is required to publish a standard election timetable for the RM Area Rep/Substitute positions. The timetable applies to positions that cover more than one branch area, i.e. those RM Area Rep elections, which are currently organised by the Regional Secretary.  Accordingly the timetable for the 2022 RM Area Rep elections is as follows:

 Nominations Open:        25th November 2022

Nominations Close:        16th December 2022 (3-week nomination period)

 In line with the above policy, I have asked Regional Secretaries to co-ordinate these elections and to contact branches and advise them of the arrangements for the positions which are subject to election within their respective areas.

Branches are reminded that candidates must have received the nomination of their own branch and if ballots are required, we will advise the respective branches of the ballot timetable in due course.

Branches should also note that any ballots will be conducted on an individual member basis of those members eligible to vote and that the costs incurred for the ballots would have to be met from the relevant Branch(s) funds.  The Regional Secretary will discuss the detail of this with the Branches.

Due to the current unprecedented circumstances in relation to the National Industrial Action taking place throughout the Union, Branches should note that any ballots for these elections that occur may be deferred until the New Year.

Also, please note that it has been agreed that any candidates taking part in a ballot will be entitled to submit the following biographical and election information:

  1. Biographical Details up to a maximum of 100 words.
  2. An Election Statement of no more than 300 words.

Please note that the biographical details and election address will need to be provided to the respective Regional Secretary by the close of nominations on 16th December 2022.   Any information received after this date will not be included with the ballot information. 

In addition, any elections will be conducted in line with the attached Guidelines and I would also take this opportunity to remind branches and candidates that they have a responsibility to treat fellow candidates with respect and they must ensure that no election material is published that could be deemed as either offensive or abusive.

Please note that elections for Area Representatives that fall wholly within one Branch boundary are the responsibility of the Branch, however if required, assistance can be sought from the Regional Secretary regarding these elections.

We have this morning met with Royal Mail Group.  CEO Simon Thompson did not attend the meeting.

We put a further offer to the company yesterday aimed at settling the dispute.   Royal Mail have rejected this approach.

They have presented their proposals as a final ‘take it or leave it’ offer and the Postal Executive have just met and unanimously voted to reject their offer.

We will hold a CWU live event tonight at 7:30 pm and we want the whole union online. We will set out exactly why Royal Mail’s offer will destroy our members’ jobs, terms and conditions and the service, as we know it.

This is the most serious situation that has ever faced postal workers. We are facing compulsory redundancies and thousands more job losses than what the company will admit to.  It will also result in later starts, total flexibility, Royal Mail being turned into a gig economy employer and the end of Royal Mail as a public service.

Make no mistake; this attack directly impacts every single member, workplace and function in the Royal Mail Group.

The job of all is us is to deliver the biggest ever support for strike action.

The strikes are on why would we call off the strikes to put an offer to you which is totally unacceptable.

The new Royal Mail fell short in so many areas :

  1. No back pay and it is still 7% on pay and 2% on a lump sum based on a successful revision.

2.,The CWU had to sign up to all the jobs losses and all the change program some of which we fundamentally disagree with. This includes no disagreement at local level. The offer of no compulsory redundancies is for 5 months.

  1. The pay offer is conditional on all the changes listed.
  2. Unlimited owner drivers now with a first phase up to 1000 but with no cap who would do Royal Mail larger format 3&4 parcels.
  3. Annualised hour trial will include scan in scan out linked to what your paid by payroll
  4. Later start time of last delivery 17:00 and closing 4 Royal a mail air hub depots.
  5. SSP still on first 3 days of any second or more absence.
  6. RRIS which over 30 thousand of members will be removed in three phases meaning these members will lose from £5 to £35 per week. So they will be receiving a pay cut.
  7. All larger parcels to the 346 depots will be delivered later with almost immediate effect.
  8. Alternative indoor preparation methods with trials which willl conclude by January 2022 which will mean potentially frameless offices and then a review of attendance patterns.
  9. The use of new technology to introduce individual performance standards and the words in the draft agreement state key data points that impact business performance will be made more visible and help individuals see how their daily work underpins both unit and unit and company performance. This will provide an opportunity for self initiated improvement whilst making it easier to tailor training and guidance for those falling short of standards set.
  10. Technology will be used in conduct cases.

Minor Repairs Electric Vehicle – Initial CWU Advice to Members

Minor Repairs Electric Vehicle – Initial CWU Advice to Members

Branches will recall that the Minor Repairs Agreement involving Operational Driver Grades was reached in 2013 and following a lengthy pilot period was finally rolled out nationally in March of 2014, full details of which can be viewed in the Minor Repair Agreement set out in LTB (Letter To Branches) 088/13 and 171/14 respectively.

In 2017, Royal Mail took its first major steps in terms of moving over to Electric Vehicles (EVs) with the introduction of 100 LE2 Peugeot Partner vans within Deliveries and since then it has continued to increase the overall number of EVs within use across the operation. As this is due to continue, the RM Fleet  will be aiming to replace all petrol and diesel engine road vehicles on a key-for-key basis.

Whilst the CWU fully supports this wider move to EVs, the arrival of these new vehicles has nonetheless brought with it a major concern around any ‘maintenance’ work completed, given the high voltage regulations that surround these vehicles.

Indeed, and taking into consideration this matter, all Fleet Technicians are required to attain the relevant accreditation of IMI Level 3 (Institute of Motor Industry) which tests the competence of individuals working in the retail automotive industry who are committed to an ethical code of conduct. Equally, all non-technical members in RM Fleet including Admin grades are also required to attain the lower level of accreditation to IMI Level 1, which is ‘qualification designed’ for people who may encounter high voltage vehicles and who require an awareness of any related hazards.

The main reason for this, is that with a traditional Internal Combustion Engine (ICE) fuel is held in a tank and pumped to the engine through a single line. EVs however can have one or multiple battery packs located around the vehicle and either a single drive motor or one for each wheel meaning high voltage cables running all over the vehicle.  For clarity and in layperson terms, this is an increase from 12v in a petrol or diesel vehicle to 650v – which is potentially life threatening.

RM Fleet has made it clear to the CWU that no one person should work on an EVs unless suitably trained and that no one person should work in isolation. It has been verified to the CWU that it is a very important matter of individual safety. One example of the dangers as included in the Minor Repairs Agreement is the changing of road wheels. The road wheel on a conventional EV will feature a design where the gasoline engine is substituted with an electric motor, which in itself can generate power when turned or ‘spun’ by the repairer when the vehicle is elevated on a trolley jack.

Given this, the CWU is now seeking wider confirmation from Royal Mail in terms of EVs and Minor Repairs, but in light of a recent RM Communication issued by the Fleet Director to refocus attention on Minor Repairs, it is now necessary for the union to offer initial advice to all OPG or Drivers that they should not be expected to undertake any Minor Repairs on Electric Vehicles.

To be clear, our view is that no Minor Repair should be undertaken by OPGs or Drivers until such time as both the Outdoor Department and the Health, Safety & Environmental Departments have been provided with the opportunity to assess the dangers involved in this operation. Members are therefore advised to refrain from carrying out such minor repairs on all EVs until further notice. 

In setting out this advice, it is necessary to also draw to the attention of Branches, Representatives and members alike, that the Minor Repair agreement stipulates that Drivers must not undertake minor repairs until they have been fully trained and once trained, only the repairs documented within the Minor Repairs Manual should be undertaken using the tools authorised and provided by RM Fleet. Even after training, however, the agreement makes it clear that the OPG will make the final decision on whether to tackle a minor repair or not. This principle is repeated in the Joint Statement on Deployment of Minor Repairs issued in 2013, issued alongside deployment.

 The 2022 Trades Union Congress took place from Tuesday 18th October to Thursday 20th October 2022

All unions were entitled to submit two motions to the agenda.  The CWU National Executive Council agreed the following motions:-

MOTION 1 – NEXT STEPS FOR THE NEW DEAL FOR WORKERS

Congress agrees it has never been more important in the history of our movement for all unions to come together in leading the fight for a New Deal for Workers and a new social settlement for Britain.

Unions made it clear at the successful June 18th TUC demonstration that saying ‘enough is enough’ was only the start and that the movement is committed to delivering the biggest trade union led campaign ever.

Congress agrees to:

  1. Start the race to the top by agreeing common bargaining agendas across sectors of the economy to end in-work poverty, fire and rehire and all forms of exploitative employment.
  2. Agree an autumn 2022 programme of “town hall” meetings and rallies across the country and link up with community organisations to build collectivism, solidarity and mobilisation.
  3. Launch innovative forms of collective action that all workers can participate in before the end of 2022.
  4. Immediately hold special Executive and General Council meetings to sharpen the overall industrial and political demands of the campaign.
  5. Embark on the biggest recruitment campaign ever and for unions to engage in conversation about collaboration across industries.

Congress notes the adoption of the New Deal branding by the Labour Party, but reaffirms that this must be a distinct trade union led campaign which is not just a response to the cost-of-living crisis but the foundation of a wider social movement that empowers working class people in the fight for real change.

MOTION 2 – TRADES UNION CONGRESS REVIEW

2022 marks a turning point in the history of the British trade union movement. The structural imbalance of power and wealth that permeates the world of work, the economy and growing inequalities that have been decades in the making, has provoked a new wave of workers fighting back and demanding better.

Unions have been building toward this moment and instead of waiting for political change, Congress believes it is time to focus on the root of our power – our workplaces, sectors, and our members themselves.

It is crucial that the TUC now coordinates, supports and fully reflects this approach.

Therefore, Congress agrees a top-to-bottom review of the whole of the TUC – including its overall role and purpose in the wider movement.

Congress further resolves that the review must also bring about as a minimum:

  1. A five-year term for the elected General Secretary of the TUC.
  2. A Deputy General Secretary of the TUC to be elected on a five-year term.
  3. A working group formed by the General Council focused on reforming the structures of the TUC so it is driven by coordinating the united power of the union movement in every workplace and community in the UK.
  4. To ensure that TUC and affiliate structures properly reflect the ethnicity, gender and diversity of the members we represent.
  5. Strengthen the coordinating role of TUC Regions.
  6. Strengthen the role of Trades Councils and reinvigorate its coordinating machinery.
