This LTB is to update Branches, Regional Health and Safety Forums and Health and Safety Reps further to LTB 620/18 issued on 6 November 2018.

The Health Safety and Environment Department was notified last November by Dr. Shaun Davis Royal Mail Group Global Director of Safety, Health, Wellbeing and Sustainability of the decision to undertake a re-organisation of the RMG SHE Team which would firstly track changes announced by the new CEO for the structure of the main Royal Mail business within RM Group, secondly take into account the transfer of the RMP&FS Risk and Compliance Team into the SHE Team and thirdly, respond to the CEO’s cost cutting targets which will see the loss of 21 posts from the SHE Team (13 SHE Advisors and 8 Senior Management posts).

Details of the new revised RMG SHE structure which goes live on 1st April 2019 is attached for your information and reference.

Four Pillars Agreement: OPG 35 Hour Full-Time Duty Deployment – RM/CWU Joint Communication

LTB 589/18 issued on 16th October 2018 made clear that the Union was aware that the introduction of the new full-time employees from October 2018 on 35 hour contracts would not be without its challenges, both from a functional and operational perspective.

In light of this, the Union had been pressing the business to agree and conclude a set of directives and/or guidelines to support its introduction and as a result a number of meetings have taken place with the company concluding with the attached Joint Communication being agreed between both parties.

The key points within the Joint Communication are as follows:

  • Future revision activity will be planned on agreed workload that will continue to determine duty sets. However, it is jointly recognised that existing full-time employees will continue to be based on 38 hours (this will be adjusted as we progress through the SWW flight-path).
  • Where we have situations where workload justifies an increase of hours beyond 35 hours, then the local CWU Representative and Manager will agree the most suitable options through their Weekly Resourcing meetings. Options can include;
  • For ad-hoc/ irregular hours the use of overtime as per current arrangements.
  • SA hours attached to the duty.
  • Through a variation of contract from 35 hours up to 38 hours, reviewed every 6 months using the same criteria applied under the Job Security Agreement.
  • In addition we have also agreed that no OPG who has carried Annual Leave over from previous years loses out in the recalculation of leave going forwards.

Finally, the Joint Communication also addresses a number of additional points which have been subject to enquiry in the Postal Department following the previous LTB being published.

Whilst we totally understand this matter gives the impression of a more complicated design when revising duties, in essence it is no different than when considering part-time members in a revised duty set. So to be clear, no member on the new full-time contract is or should be expected to do 38 hours work in 35 hours and the options above deal with that.

It is absolutely essential that we keep our eye on the prize, as we deal with the major changes to our operations going forward the 35 hour week will increase in its importance in protecting our members, protecting jobs and defining a manageable day’s work.

As all Branch Area Health and Safety Representatives will recall, last July/August a very successful trial of Royal Mail/Dimensions Uniform, PPE Protective Clothing and Footwear ‘Roadshow’ Workplace Visits were undertaken and a second round of these visits are now to be undertaken. Royal Mail, Dimensions and the CWU/HQ Health, Safety & Environment Department would very much appreciate the support of Area Health and Safety Representatives and their attendance at the Roadshow visits in ASR Branch areas to give support and engage with the RM Uniform/Dimensions team and members.

Following on from the Royal Mail Assets Stand at last year’s CWU Conference, the National Uniform Manager and Dimensions Representatives conducted a ‘trial of Roadshow visits to eight offices during July/August 2018 including five Delivery Offices, a Mail Centre, an RDC and a Fleet Workshop. The visits were well received and it was agreed then that follow up visits would be made this year and thus round two will now take place.

The idea will be to take along some samples and details of the clothing and footwear range, to talk to frontline staff about the ordering, re-ordering and returns processes, distribute the pocket information “Z-Cards” and generally talk about the range and to answer queries and take feedback.

As the previous visits went so well, Royal Mail Assets will look to continue further visits during 2019.

ASRs are encouraged to visit the offices involved in this round of Roadshows if your area is involved and attend the events, raising any issues with Royal Mail’s National Uniform Manager Sam Dixon and the Dimensions Reps as well as supporting the visits in a joint approach, getting feedback from members on any issues they have.

I would like you to spread the word and encourage your local Unit Reps and front line members to attend the Roadshow visits please. Your support is much appreciated.

Posters will be sent out to each site to display in order to raise awareness amongst the workforce of the impending visit, (blank copy attached).

Following positive feedback received by Branches and members and in line with further representation made by the Outdoor Department, Royal Mail have agreed to hold further such uniform events over a number of months starting with Roadshow events during January and February for the following workplaces:

In setting out this further list of workplace visits for January and February, it can be confirmed that a number of the above listed Offices have been nominated by CWU Branches and Royal Mail have confirmed that new dates and Roadshow events will be planned for later on in the year. Therefore, if Branches also wish to request a Uniform Roadshow visit for a particular workplace in addition to those listed, they are invited to do so by writing into the Outdoor Department and these requests will be raised with Royal Mail.

Further to LTB 711/18 dated 17th December. Branches are reminded a Westminster Hall debate will take place on Thursday 10th January from 1.30pm for 3 hours. The Post Office’s franchising plans will come under scrutiny and will be debated by MPs. This development is critical to the “Save Our Post Office” campaign. Consequently it is hoped the government will be held to account and strongly challenged in regard to its support for the Post Office’s franchising programme. 

This debate has been initiated by Lisa Nandy, MP for Wigan and it is expected that Kelly Tolhurst, BEIS minister with responsibility for Post Office, will respond on behalf of the government. All Branches that have a Crown Office currently under threat are encouraged to email the attached model letter to MPs, urging them to participate in the debate and to support our campaign.

A significant element of the debate is likely to centre on the misuse of public money to pay for the Settlement Agreements which we estimate will cost the Post Office in excess of £30m. The Post Office hasn’t refuted this number and hasn’t denied the use of taxpayers’ monies for the specific purpose of propping up WHSmith. Clearly millions of pounds of government subsidy is being used for TUPE avoidance, designed to pay off our members, thus enabling WHSmith to replace them with new employees on the minimum wage. The Post Office’s approach, supported by government, allows for exploitation of workers and dumbs down quality jobs.

POST OFFICE: AGREEMENT FOR A REVISED CROWN OFFICE INCENTIVE SCHEME

Branches will be aware an integral part of our two year Collective Agreement on Pay (refer to LTB 600/18) was the agreed principle of introducing a new Incentive Scheme for Crown Office members.

Specifically the pay Agreement provided for a one-off £100 payment to each Crown member (both full-time and part-time) as a lead-in payment for introducing the new scheme and ceasing the current scheme. The exact wording from the pay letter was as follows:

“A one-off £100 payment to DMB colleagues on agreement of a new annual incentive scheme”

I am pleased to report that after a number of meetings we have now reached an Agreement for a new Incentive Scheme which we believe will provide our members with a better and fairer opportunity to achieve improved bonus payments. Payments in the previous scheme had started to fall away and the scheme needed to be radically overhauled which is what we have done.

Our members will identify with and welcome the move away from a narrow sales based Incentive Scheme to one that is predicated by overall office income. This will help to take away the pressure to sell and promote certain products and services, with the emphasis now being on total Crown Office Income (which crucially includes revenue from all mails products for both letters and parcels) and excellent Customer Service.

Crown Office Members – Consultative Ballot

The new Incentive Scheme Agreement has been unanimously endorsed by the Postal Executive at its statutory meeting today and will now be the subject of a consultative ballot of Crown Office members for ratification. The ballot timetable is as follows:

  • Ballot papers despatched Wednesday 9th January 
  • Ballot closes Friday 21st January 

Assuming membership ratification, the “lead-in” payment of £100 (for both full-time and part-time members) will be made with the January salaries.

Key Mechanics and Principles of the new Incentive Scheme:

  • The new scheme applies retrospectively from 1st April 2018 and each Crown will receive a payment based upon its own performance in regard to Customer Service, which means that members can directly and positively influence the outcome. 
  • The scheme provides for an annual payment of up to £1000 for on-target performance (this is the same as the previous scheme). Lesser amounts can be earned for performance below target based upon incremental steps. The £100 one-off “lead-in” payment is on top of the £1000 maximum payment for this year. 
  • Annual Payment: We have moved away from the traditional quarterly payments to an annual payment to be paid in May 2019. This mirrors the arrangements in operation for our Admin & Supply Chain members. 
  • Equal Payment for Full and Part-Time Members: Importantly, we have maintained the principle that payments will not be pro-rata for part-timers. 
  • Eligibility Rules: ‘Good leavers’ (e.g. Voluntary Redundancy via MTSF, ill health, TUPE and Settlement Agreements) will receive a pro-rata payment based upon the period of time worked during the financial year. This is extremely important due to the number of franchises due to take place in the coming months. 
  • Two Targets:

o 1. Total Income Target (Gateway): If an individual Crown hits 95% – 100% of its Total Income Target it will have achieved the “Gateway” and members within that Crown Office are eligible to receive up to a maximum of £1000 depending on the Crown Office’s Customer Driver Score (see Table 1 below).

o 2. Customer Driver Score: Providing the above Gateway has been achieved, the payment will then be calculated based on the Customer Driver Score (each Crown will have their own individual score). Threshold performance begins with a Customer Driver score of 90% (if 90% is not achieved there will be no payment), with incremental steps of 1% with a commensurate increase in payments as follows:

An example would be achieving only 90% of the Total Income target but a 98% Customer Driver Score. This will result in an annual payment of £425 (50% of the £850).

£125 of the Incentive Scheme Payment (in Lieu of Q1 2018) has Already Been Paid

In July last year we reached an agreed interim position with the Post Office to bridge the time between closing the old Sales Incentive Scheme and finalising and communicating the details of the new scheme. This led to a ‘one off’ payment of £125 (including part-timers) in lieu of a payment for Q1 2018/19 being made with July 2018 salaries. It was agreed that this interim payment would be “netted off” against any final payment (made in May 2019) for the full year once a new scheme had been agreed.

Conclusion

It is important to note that if a Crown Office achieves 90% or greater of the Total Income Target and 90% or greater of the Customer Driver Score,members will receive an Incentive Scheme payment of some kind.I am therefore confident that the mechanics of this new Agreement will lead to improved payments for our members in comparison to the previous scheme.

In closing, I would like to thank all Crown Office members for their patience whilst these negotiations have taken place. To confirm, if the new Incentive Scheme is endorsed by the members, the £100 “lead-in” payment will be made with January salaries.

 The General Secretary, Dave Ward and Deputy General Secretary, Andy Kerr, will be in attendance and we are asking branches to make this a priority commitment.

Branches are requested to bring along their branch banners on the day to show their support.

Branches are also reminded that in line with the BT Facilities agreement that this event falls outside established industrial relations activities and therefore no facility time can be used. All branch representatives will need to attend in their own time.
