ROYAL MAIL GROUP – IMPLEMENTATION OF THE 2.8% PAY INCREASE

ROYAL MAIL GROUP – IMPLEMENTATION OF THE 2.8% PAY INCREASE

We have received confirmation from the company that the 2.8% pay increase (flowing through to overtime, SA, allowances and London Weighting) will be implemented on the 24th April 2015 for weekly paid staff and on the 30th April for monthly paid.

As explained previously, the delay was due to initial uncertainty over the inflation review clause and the fact that the company had not programmed their payroll systems early enough.

I can also confirm that the pay increase is backdated to the 6th April (as per the original agreement) and that all backdated monies will be paid on the same dates set out in the first paragraph.

Please ensure the content of this LTB is circulated to all workplaces.

Any enquiries on the above LTB should be addressed to the DGS (P) Department.

Yours sincerely

Delivery to Neighbour – Bespoke P739 “With your Neighbour” Card – Trial

Delivery to Neighbour – Bespoke P739 “With your Neighbour” Card – Trial

Branches will be aware of the National Agreement covering “First Time Delivery – Delivery To Neighbour” and the ongoing work of the Safety, Customer Service & Quality Strand within the Integrated Delivery Programme. As a consequence of this ongoing work we have seen the first time delivery rate rise to approximately 91% on a National basis.

Additionally as part of the ongoing work further initiatives have been explored to support a further increase in 1st Time Delivery in a way which can assist front line OPGs, and where possible make it easier for them to undertake the task. As a result we have agreed to trial the use of a Bespoke P739 “With your Neighbour Card” in 6 Delivery Offices (Harlow DO, Brentwood DO, Enfield DO, St Albans DO, Northolt DO, and Braintree DO), who have been selected as a result of the current performance figures, a mixture of good and bad for 1st time delivery. The trial is due to commence at the end of March 2015.

The aim of the trial will be to:

  • Understand whether the bespoke P739 card makes it easier for OPGs to complete on Delivery.
  • Understand and record the number of Delivery to Neighbour attempts / transactions which take place and the associated time being taken to perform the tasks, this will be captured locally and through the use of Industrial Engineers.
  • See if the bespoke P739 card saves time for OPGs to complete on delivery.
  • See if there is an increase in Delivery to Neighbour as result of the bespoke P739.
  • See if there is any adverse effect on customer, quality and performance measures. All training for front line OPGs on the use of the bespoke P739 card will be undertaken by Workplace Coaches and through WTLL briefs in advance of the trial. The process will be kept under review in the IDP Strand to monitor the success rate of first time delivery / D2N and also to enable any findings to be fed into the ongoing discussions around next steps.

ROYAL MAIL & CWU NATIONALLY AGREED TERMS OF REFERENCE

Delivery to Neighbour – Bespoke P739 “With your Neighbour” Card

Background

Further to the revised Nationally Agreed Guidelines for First Time Delivery – Delivery to Neighbour released in June 2014 which confirmed that where no opt out exists and it’s safe and secure to do so, Delivery to Neighbour should be attempted every time a customer is not in.

As part of the ongoing work being undertaken by the Safety, Customer Service & Quality Strand of the Integrated Delivery Programme, further methods have been explored to increase 1st Time Delivery in a way which can assist frontline OPG’s, and where possible make it easier for them to undertake the task.

Aims

It is in the best interests of all parties for our customers to receive the best possible customer experience and that, where possible, we ensure delivery first time, every time. As such the aim of the trial is to explore the process of completing a bespoke P739 “With your Neighbour” card which details that the customer’s item has been delivered to a neighbour and showing the address of the neighbour where the item has been left.

  • To understand whether the bespoke P739 card makes it easier for OPG’s to complete on Delivery.
  • To understand and record the number of Delivery to Neighbour attempts / transactions which take place and the associated time being taken to perform the tasks, this will be captured locally and through the use of Industrial Engineers
  • Whether the bespoke P739 card saves time for OPG’s to complete on delivery.
  • Whether there is an increase in Deliver to Neighbour as result of the bespoke P739.
  • Whether there is any adverse effect to customer, quality and performance measures.

The trial of the bespoke P739 “With your Neighbour” card will be carried out in line with the Nationally Agreed Guidelines for Delivery to Neighbour.

Locations / Timescales

The trial will be conducted in 6 Delivery Offices, who have been selected as a result of the current performance figures for 1st time delivery and will start w/c 23rd March. The training for frontline OPG’s on the use of the bespoke P739 card will be undertaken by Workplace Coaches and through a WTLL brief.

    • Harlow DO
    • Brentwood DO
    • Enfield DO
  • St Albans DO
  • Northolt DO
  • Braintree DO

The trial will be initially for 3 months, after which time we will evaluate the findings against the KPIs and agree the next steps.

Summary / Review

The outputs from the trial will be reviewed regularly at the SCSQ Strand to understand whether there is an improvement in the success rate of 1st time delivery and Delivery to Neighbour, to enable discussions around the next steps following the trial.

In addition the outputs will also feature in the current discussions around the changes to future technology such as the PDA and whether this process has been factored into the software of the devices, and it will also help produce a planning value for the average time likely to be taken for undertaking D2N, which is currently being assessed by Industrial Engineers.

Any lessons learned or outputs from the review will be fed back to the wider IDP steering group.

RE: Future of Romec

RE: Future of Romec

Further to LTB 078/2015 we attach a joint statement on the work of the independently chaired Royal Mail/CWU/Unite review to date and the next steps. As the statement indicates, the end of the six week period originally agreed for the review the parties had agreed to a second phase of discussions, with no predetermined date for conclusion. This will enable a further and more detailed joint analysis of the options. The objective remains to reach an agreed conclusion.

The talks to date have been frank and open and there seems to be a genuine willingness to explore the CWU proposal of Royal Mail self delivery of Facilities Management engineering and cleaning services through a wholly Royal Mail owned subsidiary company. Whilst our members in Romec are anxious for the uncertainty about the future of the company to be resolved, clearly we must take the opportunity of further detailed discussions to secure the best outcome for our Romec members.

We would like to take this opportunity to thank Branches and Representatives for their expressions of solidarity and support for Romec members – please ensure your Romec members are aware of the content of the joint statement and the ongoing commitment of the union to secure a solution which safeguards their interests.

SPYING ON CWU MEMBERS

To: All Branches

Dear Colleagues

SPYING ON CWU MEMBERS

Following revelations earlier this month that CWU members were among those spied on by the police involved in blacklisting, an EDM has been tabled in parliament on the issue calling for an inquiry. We are encouraging branches and members to ask their MPs to sign this EDM before parliament rises.

Early Day Motion (EDM) 899 is entitled ‘Covert surveillance of trade unions’ and was laid down by Labour MP John McDonnell on 20 March. It calls for the remit of the judge-led inquiry into the abuse of women by under-cover police officers to be extended to include “the involvement of state agencies in the operation of blacklisting and the covert surveillance of lawful trade union activities”.

The motion reads:

‘That this House is deeply concerned by the revelations of Peter Francis, former member of the Metropolitan Police Force’s Special Demonstrations Squad, in relation to the unit’s covert state surveillance of trade unions and their members, including Unison, the Fire Brigades Union, the Communication Workers Union, National Union of Teachers, and the construction workers union UCATT, together with the family of Stephen Lawrence, anti-racist groups, civil society organisations and political campaigners; welcomes the judge-led inquiry into the abuse of women by undercover police officers; calls for the remit of that inquiry to include the involvement of state agencies in the operation of blacklisting and the covert surveillance of lawful trade union activities; further welcomes the offer of Mr Francis to provide further evidence; and calls on the Home Secretary to offer whistleblowers immunity from prosecution under the Official Secrets Act in order to encourage people to come forward and disclose essential information in the public interest without fear of criminal charges being brought against them.’

We welcome the EDM because we believe it is important that these latest revelations of state snooping on trade unionists aren’t swept under the carpet. In order to get to the bottom of these allegations we need an independent, open inquiry. There isn’t long until parliament rises so we’re asking our branches and members to contact their MPs this week to ask them to sign EDM 899. Whilst this is a short window of opportunity it all helps to raise the profile of this shadowy issue.

Ex-undercover police officer turned whistleblower, Peter Francis, admitted to spying on CWU members – among other trade unionists – in a statement read out at the book launch of ‘Blacklisted’ on 12 March.

We are currently considering how to find out more details on this revelation.  Being a trade unionist is not a crime and for the state to spy on our members is a disgrace considering we live in a democracy.  Once we have investigated the extent of these claims we will determine next steps we will though support any members who think they may have been victims of blacklisting.

Any enquiries regarding this Letter to Branches should be addressed to the Senior Deputy General Secretary Department on telephone number 020 8971 7237, or email address sdgs@cwu.org.

Joint Statement on Ipswich Mail Centre

No.185 /15

Ref: 730.11

All Postal Branches

Divisional Representatives

Dear Colleagues

Ipswich Mail Centre

At recent National and Area CWU Representative Briefings it has been reported that the issue of the future of Ipswich Mail Centre was to be the subject of the first external mediation process as detailed in the ‘Agenda for Growth, Stability and Long Term Success Agreement’.

Much interest was expressed in knowing the outcome of the process and we are pleased to announce that an agreement was reached with the external mediator’s assistance but without him having to make recommendations because of a lack of consensus.

The agreement reached (attached) is both progressive and very current, and is we believe a credit to both the Industrial Stability and Growth Agenda commitments made by Royal Mail and the CWU.  Clearly the opportunity has been created to genuinely assess a totally Inward Mail Centre operation and tangibly move forward some growth ideas, and hopefully it will give our members in Ipswich some clarity and purpose for future operations in Ipswich.

We would like to place on record the department’s thanks to Karl Mackie CBE the external mediator for his assistance and the invaluable knowledge and hard work of Barry Jennings, Divisional Representativeand Nick Loube, Area Processing Representative, in developing the opportunity that the agreement affords.

Any enquiries in relation to this LTB should be addressed to Terry Pullinger, Assistant Secretary, e-mail: dwyatt@cwu.org or shayman@cwu.org quoting reference number: 730.11

Yours sincerely

Joint Statement on Ipswich Mail Centre

This Joint Statement has been produced to inform all interested parties that a unique agreement has been reached on the future of Ipswich Mail Centre which enables a degree of immediate operational clarity whilst also embracing tangible joint growth agenda activity.

This is an historic moment in our joint aspiration to develop a genuine mutual interest culture as it presented the first challenge for our agreed external mediation process.

Having been through the full engagement process as detailed in the ‘Refining the Future Processing Footprint’ and the mediation stages of the ‘National Joint Statement – Growth, Efficiency and Incentives’ Agreement, both parties are pleased to report that an enabling Agreement has been reached.

The attached Agreement is progressive and representative of our immediate challenges to reconcile efficient operations, provide excellent quality of service and develop new products and services to sustain revenue growth and employment security. It is our joint aspiration that this agreed way forward will enable activity in Ipswich to inform national thinking going forward.

Whilst this joint statement offers an early viewing of the agreement, we can also report that joint communications are under way with the local Ipswich team to explain the Agreement in more detail and also move at pace on the agreed commitments.

Both parties agree that this Agreement is in line with the ‘Agenda for Growth’ principles and the target of a mutual interest culture.

Agreement between Royal Mail Group and the CWU Regarding the future of mail processing at Ipswich Mail Centre

Introduction

Ipswich Mail Centre became the subject of consultation on the future of the mail processing facility back in November 2012. That process was paused whilst discussions took place on formulating the ‘Agenda for Growth Agreement’ and reconvened when the ‘Refining the Future Processing Footprint Agreement’ was concluded in December 2013.

Since that time, we have jointly considered the future of mail processing at Ipswich in the spirit of the new agreements and with the aspiration of developing a mutual interest solution.  This agreed way forward – which follows externally mediated negotiations – has been accepted as the pragmatic direction of travel. It provides the framework for moving forward with certain aspects of the respective proposals from Royal Mail Group (RMG) and the CWU immediately. Moreover, it allows the headroom to use the Ipswich facility to test and evaluate suitable growth opportunities for more radical and diversified products and services, whilst also evaluating our existing or revised operational pipeline models against the changing market environment. Any trials will be subject to Ipswich Mail Centre being deemed by both parties to be a suitable location for such activity.

Recent Developments

The ‘Refining the Future Processing Footprint Agreement’ recognised that there will always be the need to respond to market conditions, new products and services, and technological advances.  It also carried the understanding that the processing footprint would invest in both new and current estate assets.

This consultation has coincided with serious growth agenda activity which has seen both RMG and the CWU come forward with product and work plan design potential.  Equally, competition and customer demands, in respect of both the processing and delivery windows, are driving a re-focus on our operation and the product offering.

All of the above has been factored into the consideration of the future usage of the Ipswich site for mail processing activity, recognising the need for flexibility to respond to exceptionally rapid change in the UK postal market.

The Immediate Solution

Against this backdrop, and in the interest of developing a staged approach to the future of mail processing at the Ipswich site, the following mutual interest approach has been agreed:

1. The migration of all outward mail processing from Ipswich to Chelmsford and Norwich Mail Centres as soon as practical and in line with the latest proposal from RMG. For the supporting people preference exercise, priority will be given to colleagues currently contracted to work within the outward mail sortation operation. The aim will be to migrate all work to Chelmsford and Norwich by August 2015. Locally, the trade union and management teams will develop phasing plans for the outward mail migration which will be jointly reviewed and managed in line with the ‘Aims & Objectives’ and ‘Success Criteria’ sections of the National Refining the Processing Footprint Agreement.
2. RMG’s final decision to migrate the inward mail processing operation to Chelmsford, whilst retaining the walk sequencing aspect of the inward operation at Ipswich, will be placed on hold until April 2016 at the earliest.
3. This will allow both parties up to 12 months (to April 2016) to trial and evaluate different customer service models. Potential concepts include Royal Mail Local and potential operational workplan changes which could enable delivery windows either side of the current service specification. Any trials will be subject to Ipswich Mail Centre being deemed by both parties to be a suitable location for such activity, both commercially and operationally. Outputs from the joint RMG and CWU growth agenda will determine any new product offerings and workplan opportunities which are deemed suitable, both operationally and commercially, for the Ipswich catchment area.
4. The content of the growth agenda will be established and governed by the joint RMG and CWU Growth Forum, with oversight by the National Process Group (NPG) via the agreed ‘Joint Working Party’ approach which is expected to include National, Divisional and local participants. The Growth Forum will determine the relevant products, services and workplan enhancements to be tested as part of this trial period. Both parties will commit to the early identification of jointly supported activity given the limited period of time available for testing. This will include bottom-up idea generation facilitated by the Joint Working Party and the MPG. This will be subject to normal consultation and negotiation in line with existing agreements. The process will also consider the potential for other investment opportunities in the Ipswich site to optimise and improve its utilisation. Where appropriate, positive publicity and consultation opportunities will be jointly considered and agreed  to enhance customer awareness,  cooperation and demand, including joint engagement with local opinion formers eg chambers of commerce .
5. In light of this, Ipswich will continue to operate as an Inward Mail Centre, including   DSA and parcels operations, until at least April 2016. Both parties will work together to plan and deploy a revised inward mail processing duty set by August 2015. This will reflect the proposed changes to duty set in line with the CWU’s preferred option arising from the consultation, enabling the delivery of enhanced efficiency as detailed in the CWU’s proposal. For the supporting people preference exercise, priority will be given to colleagues currently contracted to work within the inward mail sortation operation.
6. In respect of automation equipment, RMG is of the opinion that the current OCR/LSM machines in Ipswich  provide the same processing capability and reliability as the IMPEX proposal tabled by the CWU. To ensure that there is joint confidence in this assessment, further meetings will take place with RMG’s automation experts. If that dialogue changes this assessment, then automation adjustments will be jointly re-considered by the NPG for resolution.
7. The success of the growth agenda activity, including potential  operational workplan and delivery window changes, will be jointly reviewed by the Growth Forum (supported by the NPG) against the agreed criteria of section 2 ‘The Plan for Growth’ section of the National Joint Statement – Growth, Efficiency and Incentives. Both parties will continue to work together in the spirit of the ‘Refining the Future Processing Footprint Agreement’ to deeply analyse the operational, financial and people advantages and disadvantages of the concept of inward mail processing operations prior to sequencing being closer to the customer. This joint activity will also consider the parcel operation and where, with its current inward sorting specification, it will continue to be processed. If there is a consensus that a more compelling business case has not emerged or that changing operational or business circumstances have not informed a directional change during this joint trial activity, then both parties commit to working together to enable the progression of RMG’s  revised  proposal to transfer inward mail processing work (other than walk sequencing) to Chelmsford Mail Centre between June 2016 and March 2017.
8. The check and go assurance process for both the outward and the inward mail processing changes of this agreement will be tested against inter-site measurement in respect of both the ‘posted’ and ‘delivered’ quality of service performance targets for the Chelmsford, Norwich and Ipswich postcode areas.  The arrival patterns to delivery offices will be consistent with RMG’s revised proposal.
9. In line with the current arrangements for ‘Managing the Surplus Framework’ (MTSF), current terms will apply throughout the life of this project.

Both parties agree that this continuing proof of concept development approach is a sincere and genuine process which is supported by the ‘Agenda for Growth’ principles and the target mutual interest culture.

Any questions of interpretation, implementation, or application of this agreed way forward shall be referred to the signatories of this agreement for resolution via the IR Framework and the new industrial stability process.
