The Voice – Relaunch
 
Dear Colleagues,
At the start of next week, the first issue of the newly designed flagship CWU publication, The Voice, will hit member’s doorsteps. 
We have taken the decision to change the design, layout, size and feel of the magazine. The Voice will now also be a true ‘One Union’ magazine with equal coverage of Postal and T&FS Industrial matters as well as content from other areas of the CWU and high profile guest columnists. For the first time ever we have introduced a dedicated page for Equality and our Retired members section. 
The Voice is a work in progress and we plan to consider further changes in the coming month including the possible removal of adverts and pages highlighting the work of our local representatives and members. As always, we will welcome any feedback on the new publication. 
I would ask that all Branches bring the launch of the new edition of The Voice to the attention of your members.

Competition to name new CWU Representatives Magazine
 
Dear Colleagues,
At our Fringe event at this year’s Annual Conference the department outlined plans to introduce a new publication that would be aimed at all of our representatives and activists. 
I am pleased to say we are now in a position to push on with this idea. We plan to circulate the first issue in mid-November. The magazine will contain an equal balance of Postal and T&FS news as well as a variety of content aimed at informing and engaging our frontline representatives. 
As part of engaging representatives and members in the new publication, we would like to invite suggestions for the title. 
The individual putting forward the best title, selected by our independent judge, will receive an iPad.

October 2016 Action Month 
Branches will be aware that T&FS action month has become an annual fixture in our calendar. Branches participation over the years has exceeded expectations and led to 1400 new members to our union – which is a fantastic result and proof that the action weeks are working. 
As always we want to keep building on this great work and continue to grow the T&FS constituency.
For October 2016, to ensure every branch is able to engage in T&FS Action Month we intend to focus on young workers as well as call centres. The reason for this is three fold:
It will fall in line with UNI Global, to which we are affiliated, who has chosen to focus the theme of young workers in call centres for their action week in October.

We gave a commitment at this year’s conference to continue to prioritise recruitment and organising of young workers.

T&FS branches that do not have call centre members can focus their efforts on young members.

We would therefore ask all TF&S branches to start thinking of ideas in order to contribute to our action month in October. As we are dedicating the entire month of October to action there is plenty of time for branches to devise at least one action. Branches, are of course, free to choose whatever work they want to do. This could simply be telephone banking some young members, gaining access to an office or call centre to recruit new members or holding a social event for call centre workers. The decision is yours. Branches know best what will go well in their own localities, all we ask is that everyone participates to the best of their ability.
In the run up to October, T&FS Field Organisers will be in touch with branches to discuss plans and arrange assistance for branches. Our Field Organisers will then submit dates of arrangements, on behalf of branches to Ray Walsh, our Organising Manager. Literature for use during action month can be ordered from Ray Walsh (rwalsh@cwu.org) also.
In advance of October, we would like to thank you all for your continued efforts and participation.

In order that we can cater for any delegate(s) with special needs such as seating, it is
important that you advise us in writing of the name of the delegate(s) and the particular requirement by return but no later than Tuesday 18th October 2016.
Crèche facilities will be available to delegates during the Conference and Branches should advise the SDGS Department in writing, by return, but no later than Tuesday 18th October 2016 if they require the use of this facility. Please ensure that the names and ages of the children, together with an appropriate address for sending the crèche form to for completion are included in this advice. It will not be possible to provide on the spot facilities to those delegates who have not informed us in advance.
Motions
Each Branch is entitled to submit one motion for consideration to be included on the agenda of the Conference. Motions should be submitted electronically to conferences@cwu.org using the template attached. Branches who do not have this facility may request paper motion forms by contacting Angela Niven on 020 8971 7256.
The LGBT Advisory Committee are entitled to submit up to three motions to the conference standing in their name.
Each Regional Equality Committee are entitled to submit one motion to the Lesbian, Gay, Bisexual and Transgender Equality Conference.
Motion forms must be returned by midnight on Tuesday 18th October 2016. All sections of the form must be completed.
Branches and the Advisory Committee are reminded that the Standing Orders Committee will not alter or amend any of the motions submitted therefore it is important that motions are checked before they are submitted.

Further to LTB 475/2016 entitled “EU Referendum Result – Where are We Now on Health and Safety Laws and the Future of the UK Health and Safety System Post British Exit of the EU” on the dangers to health and safety laws, standards, controls and protections for workers in the UK, The ‘Hazards Campaign’ launched the “Stop it you’re killing us” Post Card to Prime Minister 

Theresa May campaign at the recent 2016 Hazards Conference and all Trade Unions have been asked to promote the campaign by asking people to send a postcard to the Prime Minister.
The CWU Health, Safety & Environment department has agreed to set the Union a target of getting 1000 Postcards sent to No 10 Downing Street and these are being distributed with 100 Postcards each to the 10 Regional Health and Safety Forums, requesting that all Safety Reps throughout the Country obtain a number of the Postcards from the Regional H&S Forum Secretary, send off a Postcard and get other Reps, Officers and Members in their Branches to complete and post off the Cards also.
Hazards tell us that so far they have sent out 4,000 Postcards – CWU has now made that 5,000 but we need Reps to respond and action the request, supporting the campaign.

ELECTION OF NATIONAL REPRESENTATIVE POSITIONS – 2016
CWU Youth Committee  

The NEC has agreed the 2016 election arrangements for the National positions listed above. Accordingly please find enclosed the Regulations and Nomination forms.
The Regulations have been produced to ensure compliance with the relevant rule changes agreed at the 2016 CWU Rules Revision Conference which in respect of the CWU Youth Committee are that the size of the Youth Committee has been increased from 10 to 20. This is on the basis of one member coming from the TFS Constituency and one member coming from the Postal Constituency for each of the 10 CWU regions. Additionally all candidates must be aged 29 or under at the time of the election.  
The term of office for the 2016 – 2018 CWU Youth Committee will be from 30th September 2016 to 30th June 2018.
Branches will also wish to note that:
Each candidate needs the nomination of their own branch.

The election is by means of a branch ballot within each respective constituency i.e. branches with members in the Postal Constituency will vote for the 10 Postal members of the committee and branches with members in the TFS Constituency will vote for the ten 10 TFS members.

The Timetable for the election is as follows:
Nominations Open: 1st September 2016

Nominations Close: 15th September 2016

Ballot opens: 16th September 2016

Ballot closes: 30th September 2016

This is to remind Regional Health and Safety Forums and Health and Safety Reps across the Union about the updated, excellent Training Programme for August 2016 – July 2017, provided in-house by the CWU Education and Training Dept who have taken on board Conference Policies in consultation with the Health, Safety & Environment Department.
 
Following on from the Conference decision in Motions 89(2013) and 33(2015) a Health and Safety Refresher Training Course for experienced and trained Health and Safety Reps was successfully introduced and delivered in 2015/16 and that course is being repeated again in the current 2016/17 programme.
 
In respect of Mental Health and part of Motion 37(2015) was to raise awareness, an important factor is raising awareness amongst Health and Safety Reps and Union Reps in general. A Mental Health Awareness Course has been added to the 2016/17 programme and will hopefully become a permanent addition. The course has previously been run in past programmes, but has never been more important.
 
There has been a restructuring of the previous Health and Safety Reps Stage 1, 2 and 3 Courses and the Occupational Health Course. These have been combined and re-badged as the Introduction to Health and Safety Part 1 and Part 2 and Intermediate Health and Safety Part 1 and Part 2. The aim is for the Health and Safety basic and intermediate programme to be completed in one academic year of the programme.
 
In relation to the TUC Diploma in Occupational Health and Safety Course which is the advanced training course which follows Basic and Intermediate Training, the Education and Training Dept intend to run one of the courses before the end of the 2016/17 programme year.
