ENDING BOGUS SELF-EMPLOYMENT

ENDING BOGUS SELF-EMPLOYMENT

This week, the Government published its consultation, Make Work Pay: Employment Status Reform and Protections for the Self-Employed , setting out proposals to end bogus self-employment.

This represents a significant win for the CWU and a major step forward in a campaign we have fought for years. Bogus self-employment allows companies to cut labour costs by treating workers as self-employed despite having little genuine independence over how, when and where they work. Workers are denied basic employment rights and protections, while employers who directly employ their staff are undercut by competitors.

This is particularly damaging in the parcel delivery sector, where companies have relied on bogus self-employment and gig economy models to drive down costs and shift risk onto workers. Royal Mail, which directly employs its workforce, is forced to compete against companies that can avoid obligations such as Employer National Insurance Contributions, sick pay and holiday pay.

Royal Mail pays around £600 million a year in Employer National Insurance Contributions, while the majority of its competitors pay nothing. This creates an unfair playing field that rewards bad employers, threatens the jobs, pay and conditions of CWU members, and deprives the Government of significant tax revenue to fund public services.

The CWU has spent years exposing these exploitative practices and demanding legislation to close the loopholes that allow them to flourish. Our campaigning has put bogus self-employment on the political agenda and build the pressure for action. This consultation is an opportunity to turn that campaigning into meaningful change.

The consultation closes on 8 January 2027, with legislation expected to be brought forward in the next King’s Speech. The CWU will continue to press the Government to deliver the fundamental changes our members need.

Any enquiries on the above LTB should be addressed to the General Secretary’s office dlynch@cwu.org.

Yours sincerely,

Update on DM26 16/10/2026

Update on DM26

The purpose of this LTB is to provide an update on developments since the CWU took the decision last week to pause the further deployment of DM26 until Royal Mail agrees a clear plan to address the units that are not working and completes the agreed formal reviews.

Why the CWU Took This Decision

The union took this position because Royal Mail was not adhering to the national agreement, which clearly states that:

  • Where a unit is not achieving the key performance measures, including the quality targets set out in the Full Deployment Agreement, appropriate remedial action must be taken.
  • Formal reviews must be conducted to assess whether both the indoor and outdoor operations are functioning effectively and, where they are not, ensure that the necessary changes are implemented without delay.

It became increasingly clear that Royal Mail was not prioritising either the review process or the units experiencing operational difficulties. Instead, its focus remained on deploying DM26 into units that had not yet gone live.

The CWU believes this represents a fundamental breach of the national agreement and is the reason we took the action we did.

Royal Mail’s Position

Royal Mail’s communication issued today claims that CWU statements do not accurately reflect the state of the business and that quality of service is improving. We will address the wider challenges facing Royal Mail in more detail next week. However, claiming that quality of service has improved from an exceptionally low starting point is highly misleading. The volume of concerns raised by MPs, customers and the media demonstrates the scale of the challenge Royal Mail still faces in restoring quality of service standards.

It is equally difficult to understand why Royal Mail has allowed struggling DM26 units to continue operating without implementing agreed solutions, while concentrating resources on further deployment. At the same time, thousands of temporary part-time employees who have received uplifts in hours remain in limbo because of delays in completing the review process.

It is highly questionable whether Royal Mail would have addressed the issues in failing units had the CWU not taken the stance it did last week. Instead, it appears they would have continued to ignore these problems in pursuit of deploying all units.

The Current Position

Data supplied by Royal Mail on 9thOctober highlights the scale of the issues that require urgent attention and resolution through locally agreed solutions, rather than being blocked through centralised processes.

Workplan FailuresMeasureNumber of UnitsWorkplan failure between 10,000 and 189,000 items172 Delivery UnitsWorkplan failure between 1,000 and 9,999 items409 Delivery Units

Delivery Point CoverageMeasureNumber of UnitsDelivery Point Coverage between 52% and 89.9%94 Delivery UnitsDelivery Point Coverage between 90% and 97.9%321 Delivery Units

Part-Time Employee Reviews OutstandingCategoryNumber of EmployeesPart-time employees still temporary rather than made permanent5,655Part-time employees with increased hours still awaiting permanent uplift2,348

These issues require an agreed resolution as a matter of urgency.

It should be noted that Delivery Point Coverage provides an indication of whether a unit is likely to achieve Ofcom’s required performance targets, which are measured quarterly.

Generally, units achieving 98% or higher Delivery Point Coverage are on track to meet Ofcom’s new First-Class and Second-Class quality of service targets.

National Discussions Next Week

EP wrote to the CWU on Thursday confirming that they will be travelling to London on Tuesday to meet with the union to discuss:

  • Fixing the units which are not working under DM26.
  • The growing recruitment and retention crisis across Royal Mail.

It is essential that every Delivery Unit has the ability to address local operational problems through locally agreed solutions. Equally, we must secure meaningful action to tackle the recruitment and retention crisis, which continues to affect workplaces across the business.

Deployment Pause Continues

We can confirm that no further Delivery Units will be deployed during the week commencing 19th October to allow these discussions to take place.

In the meantime, Regional Steering Groups will continue their work reviewing and addressing issues in units where operational problems have been identified.

National Briefing

It is our intention to hold a National Briefing during the week commencing 26th October to update Branches on:

  • Progress made during the talks with Royal Mail.
  • The work being undertaken to resolve DM26 issues.
  • The wider campaign to secure a sustainable future for Royal Mail.

 Message to Royal Mail

Our position is straightforward. With fewer than six weeks before Black Friday, the joint focus should be on fixing Delivery units which are not working, completing formal reviews, making temporary part-time uplifts permanent, agreeing how DM26 works under Peak and urgently addressing the growing retention crisis.

Looking Ahead

Further information will be issued early next week outlining the serious challenges currently facing Royal Mail and why the CWU is calling on the Government to convene a summit focused on securing the long-term future of the company and protecting our members’ jobs.

We will provide a further update to Branches and members later next week.

World Menopause Day 18th October 2026 and Menopause Awareness Month

World Menopause Day 18th October 2026 and Menopause Awareness Month

Menopause Awareness Month in the UK is taking place from 1–31 October 2026, with World Menopause Day falling on 18h October 2026.

Menopause Awareness Month is observed every October and aims to increase understanding of menopause, promote education, and support women through the transition.

The Purpose of the Month is to:

  • Raise awareness of the physical, emotional, and psychological impacts of menopause.
  • Encourage open conversations to reduce stigma.
  • Provide resources for women, families, workplaces, and healthcare professionals.

The Theme for 2026 is: ‘Chronic Pain at Midlife’

Conducting a menopause risk assessment is seen as a vital first step in providing effective support at work.

Conduct a menopause risk assessment for your workplace – GOV.UK

In some cases, menopause symptoms may meet the legal definition of a disability if the symptoms have a long-term and substantial impact on a person’s ability to carry out normal day-to-day activities. When this threshold is met, employers are legally required to make reasonable adjustments to support the employee and prevent discrimination arising from disability. A CWU example version of an individual disability risk assessment for menopause can be provided on request.

The International Menopause Societyhighlights chronic pain as a significant but often overlooked issue affecting women during menopause. The 2026 theme focuses on improving recognition, research, and evidence‑based care.

For 2026, the IMS selected Chronic Pain at Midlife to highlight how persistent pain during and after the menopause transition is often underestimated in research and healthcare.

Why This Theme Was Chosen

  • Chronic pain affects a significant proportion of women during perimenopause and menopause.
  • Symptoms are frequently dismissed as “stress” or “ageing,” leading to underdiagnosis and inadequate care.
  • The campaign aims to promote better recognition, gender‑sensitive assessment, and evidence‑based treatment. World Menopause Day: The Pain You’ve Been Told to Push Through – PMAC

Key Messages of the 2026 Campaign

  • Chronic pain should be taken seriously and properly investigated.
  • Women deserve individualised, multidisciplinary care.
  • Increased awareness can improve workplace support, healthcare access, and overall wellbeing.

Resources

 The IMS will release:

  • A 2026 White Paper for healthcare professionals
  • Factsheets and educational materials for women and communities
  • Engagement and event toolkits for awareness activities

World Menopause Day 2026 emphasises improving recognition and care for chronic pain experienced by women in midlife.

Events and Activities in the UK

A range of UK events and community meet‑ups take place around and during October, including:

  • Creative sessions and support groups.
  • Online community support groups.
  • World Menopause Day celebrations on 18th October.

These events help women connect, share experiences, and access support during the menopause transition.

Royal Mail Announcement – Job Losses (Project Edison) – Customs Clearance Bureau (CCB)

Royal Mail Announcement – Job Losses (Project Edison) – Customs Clearance Bureau (CCB)

Branches and Colleagues will be aware of the contents of LTB 266/26 which noted the announcement by Royal Mail of a programme of structural changes, over two phases which could lead to up to 2,500 job losses, most of which are anticipated to be from managerial grades.

While the Royal Mail Group communications stated that there would be no impact on Front Line Colleagues, the union was notified that in phase one approximately 183 CWU grade jobs were in scope and subject to change proposals.

The union met with Royal Mail on the 8thOctober 2026 where initial proposals, now branded Project Edison, were presented covering: Customs Clearance Bureau (CCB).

Royal Mail has formally forwarded the S188 documentation and Collective HR1 Documentation relating to the proposed headcount reduction and as such we are now engaged in the formal consultation process. In some areas the details of the proposals are yet to be advised by Royal Mail and communications addressing each of the proposals will be circulated as and when Royal Mail announces the details.

CCB

Parcelforce Coventry Hub has been identified as a unit which will be reviewed with a proposal to reduce current staffing levels.

Following the initial meeting, the CWU informed the business that we do not accept their proposal, we do not believe that the case for service reduction has been made in relation to the site and the CWU will expect the business to work through the proposal in detail as part of the consultation process. We reserve the right to oppose all or any elements of the proposal and to counter propose solutions as part of the process. The business has agreed to arrange the necessary meetings to progress this activity and an initial meeting has been scheduled for Friday 16thOctober.

In line with the joint activity to reduce the agency reliance nationally, the primary focus in the impacted locations will focus on redeployment. The business has confirmed that there will be no compulsory redundancy, that any/all redeployment activity will be progressed in line with the Managing the Surplus Framework (MTSF) and that any voluntary redundancy will be at the revised rates agreed in the Rebuilding Royal Mail Part 2 Agreement.

We do however understand how unsettling this proposal will be for our members in CCB and further regular updates will be given as talks progress. The Parcelforce Regional Organiser and Area Representative have been briefed on the proposal and the onward process.

Due to the nature of this project which was identified in LTB 266/26, and our commitment to share information once it is received, we have issued this LTB, though for your information the impacts in this update is specific to one business unit and we would ask South Midlands Postal Branch to ensure that the contents of this LTB are brought to the attention of our members in CCB.

Any enquiries in relation to this LTB should be addressed to Davie Robertson, Assistant Secretary, email: jrodrigues@cwu.org  or jmansell@cwu.org  quoting reference LTB 274/26.

CWU CALL FOR SUMMIT MEETING WITH GOVERNMENT AND THE COMPANY ON THE FUTURE OF ROYAL MAIL

CWU CALL FOR SUMMIT MEETING WITH GOVERNMENT AND THE COMPANY ON THE FUTURE OF ROYAL MAIL

You will be aware that there has been further media coverage today on the major problems being experienced with quality of service in Royal Mail.

The BBC’s story led with the headline that around 400 postal workers a week were leaving the company, an increase from the 326 on average per week that had been leaving prior to DM26 deployment.  Both these figures were provided to the union by Royal Mail and to verify these we have asked for more detailed information to understand the office breakdown and the length of time that these figures have been held in this format. As branches know, the union had released these figures last week in an LTB where we set out why there is a need for a different approach to the future of the company.

Therefore, today in our own press release (copy attached), we have expanded on these issues and explained that whatever delivery system is utilised, unless Royal Mail can attract and retain staff, quality will continue to fail in the lead up to Christmas.

You will also be aware, as reported in previous LTB’s, that the union has suspended our involvement in the roll-out of DM26 until Royal Mail fixes the problem offices.

In a letter exchange with senior management, Royal Mail has also now provided their DM26 figures on what they say are the offices that are working and those that are not, with supplementary information on current backlogs of mail.  This information is being pulled together and will be shared with branches as soon as possible, alongside further information for branches to support local reps, members and the overall unions position.

In the meantime, we can confirm the union has written today to the Secretary of State calling for an urgent three-way meeting to discuss the future of Royal Mail.

It is our strong belief that the multi-layered challenges that we are all trying to overcome can only ultimately be resolved through some form of government intervention.

In this regard the union has today welcomed the government’s launch of its consultation to end bogus self-employment and we recognise this as a significant step forward and something which the union has long campaigned for.

The consultation closes on 8 January 2027. The union will be pressing for robust legislation, backed by serious enforcement measures, which are essential to addressing the unfair playing field that Royal Mail operates in against its competitors. The legislation will be included in the next King’s Speech, setting out the government’s plans to deliver these reforms.

However, this issue in itself is not going to solve the deep-rooted problems within the company and we see these broadly as set out below:

  • A regulator that continues to promote unfair competition over Royal Mail.
  • A company that has never recovered from handing all of its profits to shareholders and imposing inferior new entrant’s terms and conditions that remain the root cause of Royal Mail’s quality of service failures.
  • A growth strategy that relies solely on declining letters being replaced by parcels, in a market where Royal Mail is being undercut on a daily basis and where increased workload is not being matched by increased revenue.
  • A failure of liberalisation and privatisation.

The CWU also continues to acknowledge that perhaps the biggest challenge of all is that Royal Mail, like other postal administrations across the world, is in structural decline and now operates in a permanently changed world of communications.  This is why the union wants to bring these issues to a head and work with the company and the government on a new direction.  In the coming weeks you will hear more information on this and we will also be holding a national briefing next week, the date of which will be announced tomorrow.

Finally, we can confirm that the union will be addressing a significant group of MP’s later this evening to explain what’s really happening in Royal Mail and what we see as the way forward.  A further LTB will be issued tomorrow to update branches on exchanges with the company over DM26.

Any enquiries on the above LTB should be addressed to the General Secretary’s office dlynch@cwu.org.

Yours sincerely

ROYAL MAIL: CHANGE FOR GOOD – RESPECT TRAINING PILOT IN 10 MAIL CENTRES/PARCEL HUBS

ROYAL MAIL: CHANGE FOR GOOD – RESPECT TRAINING PILOT IN 10 MAIL CENTRES/PARCEL HUBS

Further to LTB 202/26 and associated Tri-Partite Statement dated 14th July 2026.  Branches are advised that we have been working with Royal Mail to develop the Change for Good (CFG) Respect training programme in preparation for national roll-out in the New Year.

In this regard, we have agreed a Respect training programme will be piloted this month across the following 10 Mail Centres/Parcel Hubs:

Aberdeen MC                                        Midlands Super Hub

Bristol MC                                              National Distribution Centre

Dorset MC                                              NW Super Hub

Glasgow MC                                          NW Midlands MC

Manchester MC                                   Yorkshire Parcel Hub

The agreed Joint Statement below expands further on the purpose of the agreed Pilot for Respect training which is to raise awareness of respectful behaviour by highlighting issues based on real life examples. Managers and Area Processing Representatives covering the 10 units above have been taken through the training and will support the programme locally.

Joint Statement – Respect Training – Pilot

Colleagues will be aware that a Tri-Partite Statement on the Change for Good Programme was agreed in July 2026. In line with the commitments in that Joint Statement, Royal Mail and the CWU continue to work to shape and deliver Change for Good in the workplace.

As a first step, a new Respect training programme will be piloted across 10 Processing units. Developed with early CWU involvement and feedback, the programme reflects the shared commitment to creating a more inclusive, supportive and respectful workplace.

The Respect training is designed to raise awareness by highlighting issues based on real life examples. To demonstrate the importance of this initiative, across two separate sessions, Managers who will facilitate the training and Area Processing Representatives from the pilot, have been taken through the training by Academy colleagues. This will ensure managers and APRs can support the programme locally.

The training explores the full spectrum of respectful behaviour, from everyday interactions to serious issues such as sexual harassment, encouraging reflection, understanding and positive change. During the pilot, appropriate support will be available for anyone who may find aspects of the content personally challenging, and anyone who may be affected by the content will not be required to participate.

Feedback and insights gathered throughout the pilot will help shape the final programme before it is rolled out more widely in the New Year.

Justin Trotman                                   Davie Robertson

Processing Director                           Assistant Secretary

The Change for Good Shadow Steering Group will review feedback throughout the Pilot jointly with management and will work together on any required improvements/amendments before the wider roll-out next year.  At an appropriate time, we will also get the Area Processing Reps from the 10 Pilot sites together to understand how the training was received by our members.

Further developments will be reported.

Yours sincerely,

Andy Furey                                                                 Davie Robertson

Royal Mail: Recommencement of PFSL Pay Negotiations

Royal Mail: Recommencement of PFSL Pay Negotiations

Further to LTB245/26 dated 15thSeptember.  As Branches would expect, both CWU and Royal Mail have kept communication channels open in respect of the negotiations for our PFSL pay claim. As a consequence of these informal conversations, both parties have agreed to recommence negotiations on a without prejudice basis.

Obviously, we welcome the opportunity to have further dialogue to explore if a resolution can be found.  Accordingly, we can report that a meeting has been arranged for tomorrow, Thursday 15thOctober.  In view of this, we have taken the decision to pause the consultative ballot that the Postal Executive was planning in respect of our agenda for both pay and pensions. If it transpires that the fresh talks do not enable us to find a way forward, the consultative ballot will be conducted as soon as possible thereafter.

There is a collective recognition that our members have been waiting patiently for a pay agreement from 1st April and that due to the fact PFSL members are monthly paid, the earliest that arrears would be payable would be with the November salaries, and this assumes that an agreement can be reached quickly and that the members would ratify the agreement via a consultative ballot.  If we are unable to reach an agreement quickly, the chances of the arrears being paid with November salaries are remote.

I am sure that our PFSL members will welcome the new talks, and any meaningful developments will be reported after I have updated the Postal Executive.

Branches are asked to share this update with PFSL members and also to thank them for their patience in this important matter.

Yours sincerely,

Andy Furey
Assistant Secretary

Royal Mail Announcement – Job Losses (Project Edison) – Revenue Protection

The union met with Royal Mail on the 8thOctober 2026 where initial proposals, now branded Project Edison, were presented covering: Revenue Protection and support functions in International, GCC, HR and Tech.

Revenue Protection

The largest impact area for CWU Grades is in Revenue Protection where the business has today announced that they are proposing significant reductions in the operation which would undoubtedly affect members who the CWU consider to be front line employees. The Royal Mail presentation was missing some crucial information however the proposal is broadly as follows.

Based on the information received, Royal Mail has proposed ceasing bespoke Revenue Protection activity at 22 sites, reducing activity at a further 6 sites with no change at the remaining 11 sites.

The RP units which are proposed to close are:

Aberdeen, Cardiff, Chester, Chelmsford, Croydon, Dorset, Edinburgh, Exeter, Gatwick, Greenford, Home Counties North, Medway, Nottingham, Peterborough, Plymouth, Preston, Shefield, Southampton, Swansea, Swindon, SWDC and Warrington.

RP units proposed to reduce headcount:

Glasgow/SDC, HWDC, Leeds, London Central & Romford

RP Units unaffected by the Proposal:

Birmingham, Bristol, Jubilee, Manchester, Midlands Super Hub, Newcastle, Northwest Parcel Hub, Northern Ireland, North West Midlands, PFW Coventry Hub, South Midlands.

Following the initial meeting, the CWU informed Royal Mail that we do not accept their proposal, especially as they have indicated that the proposal will result in a reduction in recovered revenue. We do not believe that the case for the site closure and service reductions has been made in relation to many of the sites and the CWU will expect Royal Mail to work through each individual proposal separately as part of the consultation process. We reserve the right to oppose all or any elements of the proposal and to counter propose solutions as part of the process.  Royal Mail have agreed to arrange the necessary meetings to progress this activity

In line with the joint activity to reduce the agency reliance nationally, the primary focus in the impacted locations will focus on redeployment. CWU Tech / UTAW – AI Workers Inquiry

CWU Tech / UTAW – AI Workers Inquiry

The CWU / UTAW Tech Workers’ Inquiry was officially launched at Labour Party Conference last week with speakers including Dave Ward, GS, Neil Duncan-Jordan MP and UTAW members and branch officials.

The inquiry outlines how generative AI is changing work across the tech sector, written with the perspectives and experiences of CWU members who build, deploy, manage, evaluate and use this technology.  It warns about a world of work made worse in every way by AI and demands worker-first solutions.

The report contains proposals which expand upon Composite Motion 13 carried at TUC Congress 2026 – C13 Artificial Intelligence at work – a just transition through worker voice for the benefit of workers and society.

The CWU are leading the way when it comes to the trade union movement debate on AI, with our composite motion unanimously passing at TUC Congress, as well as the only Labour Party Conference motion on AI being moved by the CWU.

The website for the inquiry can be found here and the report pdf is attached below.
