The CWU has welcomed Royal Mail’s announcement today that it has become one of the major employers to sign up to the Governments new First Chance Apprenticeship scheme for young people. Our support is of course subject to a clearer understanding of the detail of the scheme and how it will be implemented within the company.

Given our ongoing discussions with the Government and Royal Mail over the level playing field initiative, the union had been pressing the company for some time to show their support for the key objectives of the Milburn Report.

We had previously sent an outline proposal to the company for the type of apprenticeship scheme we believe that Royal Mail should implement, including the need for guaranteed jobs, alongside decent pay, terms and conditions.

The union now looks forward to discussing the detail of such a scheme with the company in the coming weeks and reaching an agreed way forward.

In the meantime, we have attached further information about the Milburn Report and why we believe Royal Mail is suited to be a leading supporter of this Government initiative.

Along with the General Secretaries of other Labour affiliated Trade Unions, the CWU met with Alan Milburn last week where we collectively pressed him to ensure that Trade Unions are fully involved in the development of new apprenticeship schemes.  As such we are aware that the final recommendations from his report are likely to be published within the next couple of months.  Further information on the development of this initiative will be sent out in due course.

Branches and Representatives will be aware in 2019 the department shared via LTB 192/19 a Joint Statement between Royal Mail and CWU On Safe Driver Checks’ Process for Logistics and Area Distribution Professional Drivers.

Recently the business has made contact seeking to update the policy for Professional Driver Grade licence checks proposing moving away from the Robin App and towards the Vision platform used for Professional Drivers within the business. These discussions have now concluded in a revised agreed policy which will apply to licence checks for Professional Drivers only.

The attached Joint Statement outlines the amended process and ensures that the drivers and the business remain fully compliant with legislation.

Licence checks for Professional Drivers will now entail the collection of declarations through Vision rather than the Robin App. Drivers will have the option either to sign up to the Vision Driver App or they can complete an electronic declaration within Vision with the support of their line manager. Professional Drivers with a licence issued by the DVA (Northern Ireland) or holding non-GB licences may complete the health declaration via the People App but will still complete paper-based license checks.

Under this revised process, going forward the frequency of licence checks will change from yearly to 3 yearly and the requirement for the driver to request a DVLA code prior to the licence check is no longer necessary. The business has also confirmed that the licence data will be stored securely on Vision and can only be accessed by the driver and authorised managers.

All Health and other work declarations will still need to be submitted in line with the business policy, and drivers will still need to make their manager aware of any changes to their licence provision and any new health conditions which may come up between licence checks. 

Impacted Drivers:

  • All employees who fall into the Professional Driver classification (LGV & MGV) will be asked to complete a submission.
  • Drivers with a licence issued by the DVA (Northern Ireland) or holding non-GB licences may complete the health declaration via the People App but will still complete paper-based licence checks – this is due to the DVA having a different licence checking process. Should electronic processes be made available, a further update in comms will be issued to support moving over to a digital process.
  • Drivers who opt not to use the Vision Driver App will complete an electronic declaration with the support of their line manager.

Due to the change, it is noted the gap between the frequency of licence checks has increased, therefore, additional safeguards have been secured, to ensure the continued support of Advanced Driver Coaches (ADCs). The joint aim with these additional safeguards is to support the driver, aid in improving driving standards, and help to avoid or reduce endorsements.

Pilot activity will commence on Monday 28thSeptember in the offices identified below:

  • SEDC
  • Gatwick

The Pilot offices will be monitored throughout the activity, however, as the change is only to the process rather than the requirement it is not envisaged there will be any significant issues.   Any issues/feedback from the drivers on the new process will be welcomed and reviewed.

INCENTIVE SCHEME UPDATE FOR DELIVERY UNITS

Further to LTB 176/26 regarding the Delivery Unit Incentive Scheme, this LTB provides an update on the scheme’s progress and performance.

As members will be aware, the CWU and Royal Mail jointly launched the Site Incentive Scheme alongside the deployment of Delivery Model 26 (DM26). During the first qualifying period, only 37 units went live and most deployed midway through the period, meaning no unit completed the full 13-week cycle. As a result, it was difficult to draw meaningful conclusions about the effectiveness of the scheme.

As we approach the end of Quarter 2 and the next payment period, 586 delivery units are now operating with DM26 and participating in the Site Incentive Scheme. Royal Mail continues to share performance data with the Joint Working Group (JWG), and there are encouraging early indications.

At the time of writing:

• 210 units are on track to receive a payment.
• 12,227 Full-Time Equivalents (FTEs) are currently eligible.
• Average earnings stand at £28 per FTE after two of the three qualifying periods.
• 302 units have now completed a full qualifying period.
• A total of £343,800 has been earned across the scheme to date.

While we would clearly like to see higher levels of achievement across the network, these are additional earnings that would not have been available to members without the introduction of the scheme.

There are also positive signs that performance improves as units become more familiar with DM26.

Within the 302 units that have completed a full qualifying period, average earnings increase to £55 per FTE. Looking specifically at the first 60 units to deploy, the average payment rises further to £102 per FTE after two-thirds of the payment period.

However, there remains room for improvement. Currently, around 42% of FTEs and 210 of the 586 live units are on course to receive a payment in the current period.

Monitoring and Review

The JWG continues to meet regularly with Royal Mail to review scheme performance and address concerns raised from the field. One recurring issue has been the construction of unit budgets and the methodology used to determine performance targets.

The JWG is working through this detail with Royal Mail to ensure that the scheme remains transparent, fair and achievable. We will continue to rigorously monitor, challenge and scrutinise the operation of the scheme going forward.

Importantly, Section 2.5 of the agreed Terms of Reference (TOR) states:

“Both parties agree that the intent should be for all sites to have an ability to achieve an incentive scheme payment.”

The CWU will hold Royal Mail to this commitment and continue to work to ensure that all units have a genuine opportunity to benefit from the scheme.

Training and Support

A joint training programme has been agreed and is being rolled out every two weeks as units move onto DM26 and the Incentive Scheme.

Local CWU representatives and Royal Mail managers have been participating in these sessions to support understanding and provide consistent information to employees. In addition, the JWG has developed a dedicated training package for Area Representatives to assist with queries and issues arising from the scheme.

FURTHER FINANCIAL REMEDY FOLLOWING THE OUTCOME OF THE LORD FALCONER REVIEW AND THE SUBSEQUENT COLLECTIVE AGREEMENT

The purpose of this LTB is to report to CWU Branches, representatives and members on important developments which have led to RMG and CWU agreeing a further remedy for a significant number of CWU representatives and members, linked to the original Lord Falconer Review and the subsequent collective agreement.

Branches will be aware, that through the efforts of the union, we had already secured a major reinstatement and financial remedy package for the overwhelming number of our members involved in the Lord Falconer Review.  However, the terms of reference for that review were understandably limited to dealing with the actual cases of our members and the union was always clear that we would continue to look at any additional information that emerged in connection with this review.

In reaching this settlement the union has taken appropriate legal advice, as did Royal Mail.  It is important to highlight that in agreeing to this the company and their lawyers do not accept any liability as a result of this settlement.

 We have also agreed with EP Group/RMG that concluding this review paves the way for the agreed reset of Industrial and Employee Relations, the details of which are now being finalised.

The representatives and members who will benefit from this settlement are those individuals who were directly linked to the previous Falconer Review – but crucially must still be working for the company.  Alongside this group a small number of other individual cases have been settled.

The relevant individuals have been contacted by the union, and we have explained that to receive their settlement they will be required to sign a non-legally binding letter that has been cleared by CWU’s lawyers, the terms of which are confidential and cannot be disclosed.

The CWU welcomes this outcome and believes this to be a very positive development which brings these issues to a conclusion. However, the settlement does not preclude the union from addressing any further issues that come to light in the future, and Branches will be aware that we highlighted our concerns on these matters at the recent Parliamentary Select Committee.

Finally, we also recognise the efforts and intent of the current Royal Mail leadership team in reaching this settlement and we look forward to working together on delivering the reset.

Why the USO had to Change

Members will recall the background to the recent USO change. Last year, Ofcom reviewed Royal Mail’s financial and operational position and concluded that the existing USO model was no longer sustainable for a variety of reasons, including declining letter volumes and persistent quality of service challenges among others.

The CWU opposed Royal Mail’s original Optimised Delivery Model (ODM) because evidence from the 35 pilot sites demonstrated it was neither workable nor sustainable. Through negotiations, the union secured DM26 as a significantly better alternative.

The DM26 agreement delivers improved attendance patterns, additional duties and a commitment from Royal Mail to create 6,000 full-time equivalent opportunities. We are on target to achieve the 6000 number with over 400 delivery sites still to be deployed. The agreement also secured important protections, safeguards and review mechanisms throughout deployment.

Current Position on Implementation

As of 11th September 2026, 738 delivery units have deployed DM26, representing just over half of the delivery network. We have also confirmed that in March 2025 there were 50,835 routes in the RM systems and at end state in DM26 deployment there will be 54,531 routes – an increase of 3,696 routes.

Performance data shows that most deployed offices are maintaining and improving the quality of service and delivery point coverage compared with pre-deployment arrangements. This is also reflected in the fact with three weeks of the bonus quarter left that circa 300 of the earlier deployed units are on target to achieve a bonus based on achieving budget, achieving delivery point coverage quality target and/or tracked 24 and tracked 48 quality targets.

We also recognise that some offices continue to experience difficulties and resolving these units must remain the priority of the CWU.

No Agreed Resourcing Plan = No Deployment

CWU representatives are reminded that DM26 should not be deployed without an agreed resourcing plan. Rollout so far shows that deployment is significantly more successful where recruitment, resourcing and vacancy issues have been addressed in advance. In contrast those offices with unresolved resource gaps are far more likely to encounter operational difficulties.

Formal Review Process

The agreement introduces an enhanced review process, supported by live deployment data and clear eligibility for Start Time and Attendance Length Reviews.

Reviews will cover:

  • Service performance.
  • Delivery coverage and operations.
  • Workload fairness.
  • Attendance, safety and accidents.
  • Productivity and resourcing.
  • Surplus and contractual issues with an agreed plan to resolve these issues.

All outcomes must be jointly agreed by CWU and management, with unresolved issues escalated through the agreed governance process.

Conclusion

There is no doubt that this is the most significant change delivery postal workers have ever been asked to implement. We always recognised that not every unit would successfully deploy DM26 from day one. That is precisely why the agreement includes a robust formal review process. No unit can be signed off unless it meets all quality targets and is operating effectively. Only then can Royal Mail realise any potential savings.

Contrary to the impression created by some social media posts, it is simply not true that every DM26 unit is failing. Many units are performing better than they did under the previous model. Both the data and reports from our local representatives clearly demonstrate this.

Our representatives are working tirelessly to ensure that where units are experiencing problems, agreed improvement plans are put in place to make them successful. It is essential that we work collectively across the UK to ensure every deployed unit achieves the required quality standards and that the full terms of the National Agreement are applied, including all safeguards, protections and benefits it provides.

Royal Mail Group – First Aid Provisions Update 2026

 The purpose of this LTB is to report to Branches, Representatives and members on recent updates to Royal Mail Group’s First Aid provisions, which follows a period of national level discussions with the CWU.

The Health and Safety (First Aid) Regulations 1981 outline the core level of First Aid arrangements and in line with this regulation and associated HSE (Health and Safety Executive) guidance, Royal Mail has undertaken several changes to its former provisions.

Whilst not an exhaustive list, set out below are some of the key updates now in place by RMG in terms of First Aid arrangements:

The introduction of a new and simplified First Aid Manager Review process to identify local level minimum First Aid requirements, which should be undertaken at least annually. 

 This Review process also outlines the required actions to be taken where a shortfall in First Aiders is identified, including: – 

  •  Encouraging/seeking First Aid volunteers;
  • Appointed Person arrangements (to cover First Aiders when not on site);
  • Confirms that First Aid training must be arranged promptly and release given for completion of training. 

 Recognises the mutual benefit of Trade Union consultation as part of local level First Aid Needs Assessments. 

The inclusion of Mental Health First Aid (MHFA) arrangements as part of the overall review of First Aid provisions.

Confirmation of the approach for the local request for an Automated External Defibrillator (AED).

Confirms that First Aid training completed independently can be recognised if a certificate can be provided with the required qualifications.

 The establishment of a new recording Form process for First Aid treatment provided (and given by First Aiders) for non-work-related conditions, which are not to be recorded in Royal Mail’s accident reporting system ERICA (Electronic Reporting of Incidents for Collation & Analysis).  This new provision addresses a current shortfall in this area and the wider 1981 First Aid Regulations and HSE guidance.

For additional background information on RMG’s First Aid provisions, please find attached the following two Royal Mail documents:

  • RMG Safety, Health and Environment Management System – SHE Instruction 5.4 First Aid (v1.5)

Whilst both parties at national level will need to continue to jointly monitor development and compliance, the CWU views the above and other updates to current First Aid provisions as positive and reflective of our discussions with Royal Mail in this area.

Dear Colleagues,

Branches will recall LTB 090/26 Royal Mail Uniform Update, which was issued on 26th March 2026.

The CWU has continued to engage the business on all associated issues linked to Uniform, as part of the quarterly review meeting with the company’s national uniform manager and a representative from the supplier company Dimensions. The latest meeting, as usual, included a general update, review and discussion of all uniform matters. The topics discussed covered:

  • Changes to clothing, new items of kit, trials under way or pending;
  • Awareness campaigns and initiatives;
  • Other business.

Relating to the first of the above bullet points, a new cagoule and hi-viz vest are being introduced and becoming available to order, along with three different trainer styles.

Trials are under way on two hats, a wide brim and a baseball cap, as well as a round-neck T-shirt. Further trials are also planned for a new storm coat with a Gore-Tex fabric that according to its manufacturer ‘blocks liquid water while allowing water vapour to pass through’ and a new design for male and female fit trousers.

In relation to the forthcoming trials, the storm coat is to be tested in North West England, Scotland and Ireland and we are seeking to contact CWU Reps in those areas to gather volunteers to be involved in the trial.

A key priority for the CWU, which was expressed during the meeting, was the issue of uniform compliance and advising that managers are being urged to ensure uniforms are being returned by workers who leave.

A further initiative aimed at raising uniform awareness in workplaces was noted and there was concern at a report that, as of June 2026, only 55% of current allocation is being worn and that the non-worn, non-ordered allocation is at a high rate.

While uniform is clearly a subject of major importance to postmen and postwomen, as it is the most often selected item on the company’s Robin app, it is also clear that too many of our members do not have sufficient information and may not be aware of what their full allocation is and / or may be struggling with the ordering system. This led to an agreement around these issues and the need for improvement.

As such, the output from the meeting was that the business would produce a proposed pocket-sized fold-out information booklet called a ‘Z-Card’, which has been presented to us by the company as intended for general distribution.

The general intention, as a handy source of useful advice on the uniform available and how to place orders, is of course something we would welcome and support. However, we have expressed a specific concern, which related to the uniform issue for new starters and not compliant with the Uniform Agreement.

The 2018 National Uniform Agreement is quite clear that ‘new starters are entitled to basic uniform from Day One’ (Paragraph 2, Bullet One in the attached national agreement). The section relating to new starters in the Z-Card states that this is ‘after four weeks’ rather than ‘from Day One’. The point was made by CWU at the meeting that this was a breach of the National Agreement.

Royal Mail have stated that managers could order uniform before the four-week period via an ‘exceptions process’, however Day One allocation is the norm and not an exceptional circumstance. This was made clear to the business and we confirmed we would subsequently update Branches to ensure full compliance with the 2018 National Uniform Agreement, as outlined below:

  1. New starters are entitled to basic uniform from Day One. This consists of: shoes x1, tops x 5, bottoms x 2, fleece jacket x1, hi-viz waistcoat x1 (plus storm-proof coat x1, if the role involves outdoor working). They will receive information on how to order uniform in their ‘welcome pack’ and their full allocation can be ordered after six weeks.
  2. Casual and temporary employees are provided with a hi-viz waistcoat (and safety footwear, if appropriate).
  3. Nobody should go out / be sent out on a Royal Mail delivery without any Royal Mail apparel.
  4. Uniform items are Royal Mail property and should be returned if you leave the business and also when uniform items are renewed / replaced.

Given there are significant issues around attrition rates and the treatment of new entrants, we are asking Branches and Representatives to familiarise yourselves with the 2018 National Uniform Agreement, particularly the key aspects highlighted above and to challenge any breaches of this agreement. Please report any such instances to Angela Whitter (awhitter@cwu.org), the CWU Postal Executive National Uniform Lead.
