It has been some time since we have reported on the progress of the Attendance Joint Working Group.  The main reason for this is these activities have taken some time to plan and then deploy.

However, what we have been able to do in previous LTB’s is to report on the % rate of absence and the steady progress towards reaching the objective of 5.5% needed, to restore full occupational sick pay.

We would’ve hoped to secure a Joint Statement with Royal Mail to report on these activities, but unfortunately the Business is not engaging with us on this particular type of communication.

We have therefore attached to this LTB a formal letter from the Director addressed to the National Officer which we are nonetheless happy to share.

We are also very pleased to report that all members of the working group are working well together, and we are hopeful that our Members and Representatives will soon see tangible benefits from the work and the activities that are taking place.

Business Recovery, Transformation and Growth Agreement – Workplace Adjustments and Health Passport

We are pleased to report that significant progress has been made by the Attendance Joint Working Group on the development of a workplace adjustment guide and for the first time in Royal Mail a Health Passport, something which is extensively used by other organisations and in particular the NHS.

The workplace adjustment guide will aid and direct Royal Mail Managers to implement reasonable adjustments for our members including carers, disabled members and non-disabled members who may have not met the definition of a disability.  It will also allow for adjustments to be made for disabled members to apply for roles which may have previously been denied them as well being able to remain in work instead of having to leave the Business through ill health.

The Passport is a confidential document which can be uploaded via the “this is me” file in the RM My Peoples App by the individual and this will alert Line Managers automatically so they can engage and support the member.

The Passport can be used to highlight a disability, a neuro-diverse condition or any members caring responsibilities.

We believe it will be welcomed by the wider membership; it is fully in line with the Equality Act 2010, as well as being an important extension of rights to all members who may well be carers and our non-disabled members.

The introduction a passport fulfils a long-standing Conference Policy and Branches should look out for a launch of this initiative in early November.

In line with LTB 296/24 regarding the reduced subscription rate for joiners on the new terms and conditions from 1stDecember 2022, the Department has now finalised the introductory rate to be implemented with Royal Mail wages for subscriptions to be deducted from November 2024.

We were aiming to get the new rate set up for October but unfortunately the systems at payroll were required to be updated to reflect the new reduced special rate.  The new introductory rate is now ready to be rolled out and we have created a new DAS form to be completed by ALL joiners in the Postal constituency.  The reason for this is that we have now entered a start date to identify those members joining on the reduced rate as when we get to enhance their terms and conditions, they will no longer qualify for the reduced subscription rate.

Royal Mail have identified any joiners from 1st December 2022 and will adjust subscription rates in line with the new rates.  There was a new form attached with the new entrants’ data sent on 18thOctober by Lynn Browne on behalf of the Department however after reviewed the form, we removed “Joined after 1stDecember 2022”.

We are asking all Branches to start using the attached new form when recruiting members to the union regardless of the terms and conditions they are contracted to.  Can you therefore please ensure that the new membership form is distributed to workplaces and that any other DAS forms are removed as a priority.

If any Branch requires the new DAS forms to be printed, please contact membership in the normal way in order for them to be posted out.

Branches are advised that, as a consequence of Capita imposing a pay freeze on our members working on the TVL / BBC Contract, we have now entered a formal Trade Dispute.  Capita is claiming that a pay rise for our members is unaffordable and this follows on from the company reneging on its commitment to pay the Real Living Wage (RLW) of £12 per hour earlier this year.

The Postal Executive has therefore authorised a ballot for Industrial Action, for both Strike Action and Action Short of a Strike, for our TVL members as follows:

  • Friday 1st November – legal notice served to Capita TVL
  • Friday 8th November – ballot papers despatched
  • Tuesday 3rd December – ballot closes and results declared

The current position adopted by Capita in regard to affordability is completely contradictory to the final communication to staff from the former CEO Jon Lewis on 16th January 2024 in which he stated:

“Together, we have created a purpose-led business with a clear strategy, a transformed reputation, engaged colleagues, a robust balance sheet, and an improved financial performance. 

 On the back of your hard work, Capita is now much better positioned for the future”

 Our TVL Reps and Branches are engaging with members to deliver the right outcome in the ballot.  We are also holding a members’ forum early next week to emphasise the importance of voting and supporting the dispute.  The Union obviously remains available for meaningful negotiations with Capita with the aim of securing a Pay Agreement for 2024/25.

The Branches involved in the dispute are Bristol & District Amal, Darwen Capita Branch, Glasgow & District Amal and London Phoenix.  All Branches and Reps will no doubt wish our Capita TVL members the best of luck in this pay dispute.

Postal Industrial Training

The purpose of this LTB is to update Branches on a new model of training for the Postal Agreements & Procedures course moving forward.

Following discussions between the Equality, Education & Development Department and the Postal Department, it has become clear that there is a real need for Postal Industrial Training to be delivered at pace, to give our local representatives the training they need.

Both Departments have therefore agreed that it is now both timely and necessary to look at how we work together to be more flexible to provide this necessary training.

Through a series of meetings, it has become apparent that a two-tier education system has been inadvertently created whereby some postal representatives receive 5 days training on the Residential Postal Agreement and Procedures course and some representatives only receive training on 3 days through the Train the Trainer’s Program which only covers:

  • Industrial Relations Framework
  • Conduct Code Agreement
  • Attendance Procedure

When the 5-day course runs it also covers the Grievance Procedure, Bullying & Harassment, Staff Resourcing, Ill Health Retirement and Maternity & Paternity Rights.  All key skills for our representatives out in the field.

To remedy this the Equality, Education & Development Department have created a new model of training for our Postal representatives which delivers a one union approach to this important industrial training, which is accessible, inclusive and relevant.

In doing so, we have also considered the real need for refresher training on aspects of the agreements where the business imposed change by executive action.  This may include senior representatives in the Postal Industry who may benefit from such training.


A New Model

In moving forward, it has been agreed by the Head of Equality, Education & Development and the DGS(P) that from January 2025 the following will apply:

  • Removal of formal accreditation for the Postal Agreements & Procedures course to allow better flexibility for courses to be delivered at pace within Branches and Divisions.
  • The breakdown of the Postal Agreements and Procedures course into 5 modules so that it can be delivered locally, divisionally & residentially, eliminating a two-tier system in the provision of postal industrial training for our representatives.
  • The 5-module format will also provide flexibility through the PSP system to deliver the course as a 5-day course or as a series of one-day courses delivered over 5 weeks, aiding resource issues locally and the provision of flexible release.
  • To recruit and train a new cohort of CWU Postal Trainers – existing Train the Trainers will be re-invited to apply, as will new applicants. This pool will also include CWU tutors who currently deliver the Postal & Agreements course.
  • All printing and monitoring will be facilitated by the Equality, Education and Development Department. This will provide a consistent approach to up-to-date course offerings and student participation monitoring, in line with all CWU education courses.
  • A joint Postal Education Working Group will be set up between the Equality, Education & Development Department & the Postal Department.
  • Local costs of CWU Postal trainer travel and accommodation, if necessary, will be met by the Branch/Division who requests the training.

Further details will be provided prior to the launch in January 2025.
