NEW: Joint position reached on restoring quality of service and seasonal variations.

Branches and members will be aware of the commitments contained in the Business Transformation, Recovery and Growth Agreement and the fact that despite the agreement, actions by the business has seen a number of joint commitments stagnate and progress in relation to a number of Joint Statements had not been forthcoming.

As part of recent communications I have issued, I made it clear that in my role as the DGS(P) I would hold the business to account and provide a different style of leadership.

As such, last week a RM/CWU National IR meeting took place in which all outstanding issues were jointly discussed and a progressive foundation was put in place to make progress on all those areas. Following intense meetings and exchanges of drafts, we have now agreed a Joint Statement in relation to Section 2.5 Improving Quality of Service and a Joint Communication on Changes to Seasonal Variation.

Branches, representatives, and members will no doubt note the positive progress with caution. This is entirely understandable. My style of leadership will be to never overplay a moment. That said, there does feel like there has been a noticeable shift in how we are working together and changes in leadership on both sides has given us a chance for a fresh start. I know this is irrelevant to members unless it is felt locally. That has to happen off the back of these statements or the company has no prospect of rebuilding.

RESTORING QUALITY OF SERVICE – Key areas of progress and change

  • A key principle in reaching this Joint Statement is that both RMG and CWU agree it’s in everybody’s interest to move forward in the spirit of joint problem solving and a revised way of working in 2024 which reaffirms that adherence to Joint Statements will be honoured across all levels.
     
  • We have agreed to cease 250 planned table top revisions in Delivery Offices to focus on restoring quality of service and overall unit performance.
     
  • We have agreed a far more robust process for solving quality issues with engagement at every level of the company and CWU and regular meetings with the signatories of the statement.
     
  • There will now be far more focus on local, area and divisional interventions and resolutions.
     
  • We have identified 24 units for national support. We will use the outputs from this work to improve all offices.

SEASONAL VARIATIONS – Key areas of progress and change
 

  • FT Members will work 5 weeks at 35 hours from 22nd January 2024 until 25th February 2024. This will mean Delivery employees will start 14 minutes later and finish 10 minutes earlier during this period. This will return 2 hours of owed annual leave from the high period in 2023 to employees prior to the end of the financial year (end of March) and pro-rata for PT members.
     
  • The 15 weeks of 35 hours in the summer will mean members will finish 10 minutes earlier each day. This will help to partially mitigate any later starts that are being deployed as a result of network changes. At this point our members will owe Royal Mail hours for the first time.
     
  • We have managed to reduce the peak increased hours from 15 weeks to just 5 weeks in late November 2024. Both parties will jointly agree the dates for the 5-week period by 31st January 2024.
     
  • Both parties also recognise the initial 15-week period for high and low seasons can be a reduced number of weeks going forwards as such we will finalise this reduction for seasonal variation to be applied in 2025/2026 by no later than 31st March 2024.
     
  • It has been agreed that Seasonal Variation will have no impact on annual leave deductions in the financial year 2023/24.  As a result of Seasonal Variation commencing in the ‘high-period’ of its cycle, there is a need to address the misalignment of hours in the PSP system during the 2023 High Season period (from 4th September to 17th December 2023)
     
  • Accordingly, Royal Mail (Human Resource Services) will make adjustments to the PSP system to issue back the extra hours worked for all employees whose attendance patterns were varied under Seasonal Variation. Employees should see the realignment in hours to their personal leave entitlement before the end of the Annual Leave year (24th March).

SUMMARY
 
Concluding the above position has only been possible due to the positive talks with the business and I want to thank Postal Officers, Davie Robertson and Mark Baulch in helping to secure the Joint Statements.
 
In the next few days, we will fully brief our representatives on these developments and Davie Robertson and Mark Baulch will continue discussions with the business on finalising the activity linked to the future revision activity in Upstream Areas and future revision activity & indoor preparation methods in Delivery as well as issuing additional communications as required to support the Joint Statements.
 
In addition, wider negotiations with the company continue and we now believe we have the platform to speedily resolve several outstanding issues including:
 

  1. Fleet
  2. Supernumeraries
  3. Sick Pay Calculations
  4. The outstanding issues from the Lord Falconer review
  5. Revisiting the Dispute Resolution Process and gaining absolute commitment to the Industrial Relations Framework and the agreed achieving agreement process.
     
    Thank you for your support and we will issue wider communications later this week which will hopefully further signal a new relationship is being developed and that 2024 will bring about a tangible change in Industrial Relations, culture and actions in the workplace.

The TUC has called a mass rally and protest in Cheltenham on Saturday 27th January to raise awareness of the government’s plans on minimum service levels during strike action. 

 

This is just the latest in a relentless string of attacks on workers from the most right wing and anti-union government for decades. 

 

The CWU has been the stand out union in our movement in recent years when it comes to delivering huge turnouts at major trade union events. We want this to be no different. 

 

We are also pleased to see a major event being held outside of London and I am sure many branches will support that view. Cheltenham has been chosen because it is 40 years since the Thatcher government removed the right to union membership from the workers at GCHQ. 

 

Alongside exposing the government, this event gives us the opportunity to once again publicly promote our new deal for workers campaign. We have led this from the start and we must ensure we hold a future Labour government to their commitments to deliver for workers. 

 

The key timings for the day are set out below:

 

12pm – gather at Montpellier Gardens

12:30 – march departs through town centre to Pittville Park (approximately 1 hour walk)

13:30 – rally in the Tolpuddle Tent at Pittville Park 

The event will close by 15:00. 

 

 

 

Branches and Regions are now requested to do everything possible to mobilise for this event. We fully understand the scale of this will be different from previous rallies but the minimum request is that every CWU Branch sends a delegation. 

 

Furthermore, Branches should attend in CWU colours and bring their banners.

CWU RESTRUCTURING PROGRAMME

CWU RESTRUCTURING PROGRAMME

Further to LTB 345/23 sent to Branches on the 22nd December 2023, the purpose of this LTB is to confirm arrangements for our National Briefing and provide an outline of the scope of the restructuring programme.

CWU Restructuring National Briefing – Tuesday 30th January – The Mercure Hotel Manchester – 11:00 to 15:00 

The above date and venue has been confirmed for the National Briefing and Branches are asked to make this a priority commitment.

Attendance is extended to senior Branch representatives, including Health and Safety. 

Given the Young Workers Conference is being held the following day at the same location; we would encourage Branches to also bring their young workers’ delegates to the National Briefing.

The full agenda will be sent out nearer the briefing date and will include a session for all Branches on recruitment and organising.

Scope of the Restructuring Programme

As mentioned previously in LTB 345/23, the NEC has agreed that the following key principles will provide the framework for a significant element of our proposals.  This means Branches can expect papers and appropriate rule changes from the NEC on all the key principles set out below:-

  1. An overall headcount reduction and cost savings in the National Executive.
  2. An overall headcount reduction and cost savings in the Postal Executive.
  3. An overall headcount reduction and cost savings in the Telecoms and Financial Services Executive.
  4. An overall reduction in the cost and number of CWU Regions.
  5. A material reduction in the current rate of Branch rebate.
  6. A restructuring of our approach to Health, Safety and the Environment
  7. A restructuring of our approach to Legal Services and involvement in Unionline

Additionally, the report to Conference will also cover the following:-

  • A clear vision for the future of the CWU as a sustainable independent trade union.
  • A financial plan for the future of the CWU.
  • The introduction of further changes at CWU Headquarters.
  • A strategic review of recruitment and organising.
  • The ongoing approach to Equality, Training and Education.
  • How we will build on our approach to communications and engaging members.

We will provide more detail on all the above at the National Briefing. 

Proposals to Change and Reduce Branch Rebates

Any proposals to change and reduce the current rebate will need to assess the impact such changes will have and how we can support those Branches that could possibly find themselves with some difficulties financially, this could require a phasing in of any agreed new arrangements.  We will also take the opportunity to consider the overall fairness of the current system, taking into account geographical differences.

CWU Headquarters

At the National Briefing, we will explain the approach we are taking to introduce further changes at CWU Headquarters and provide an update on future plans to relocate to a new building. 

Financial Update

The Briefing will provide the opportunity for a financial update, including information setting out the clear need for a future membership subscriptions increase. 

Restructuring on a Phased Basis

The restructuring programme will be in two phases.

Phase 1 – this will include proposals and rule changes deemed essential to be agreed at the Special Conference in April.

Phase 2 – this will cover the issues where we believe a more structured approach is required over the next 12 months.  In the second phase we will launch a series of wider consultations, including a review of CWU Branch structure and consistency/standards of membership representation across the union.

Summary

Whilst we recognise that we are working to difficult timescales, we will make clear at the National Briefing that the restructuring programme will be presented in a way that offers Branches very clear choices.  As such, the content of this LTB should enable Branches to consider the principles agreed by the NEC and commence internal discussions on any changes you believe may need to take place in the areas identified.

Finally, following further discussions with the SOC, more information will also be sent out in due course on the arrangements for the Special Restructuring Conference and the publication of the overall report.

Lord Falconer Independent Review – The Collective Agreement Update and Next Steps

Lord Falconer Independent Review – The Collective Agreement Update and Next Steps

Further to LTB 344/23 dated 20th December.  We wish to provide an update regarding the extensive work that has taken place to deliver the terms of the ‘Collective Agreement’.  We are pleased to report that in the main, most of the developments have been relatively positive and these are outlined below.

Three dismissals referred back to Lord Falconer for a decision (Paragraph 5.1 Collective Agreement)

Lord Falconer on 23rd December announced his conclusions on the three dismissals agreed to be referred back to him for a decision.  In two of these cases the dismissals were overturned.  The third case will be subject to further consideration by Lord Falconer following witness interviews.  The two Reps who had their dismissals overturned were notified of their positive outcomes on the same day and subsequently have decided to return to work rather than take the enhanced package.

Our thanks go to Divisional Representatives Ralph Ferrett and Ian Taylor and Regional Secretary Kevin Beazer who assisted in providing detailed supporting submissions for these three cases.

Eight Cases Disputed by RMG as Being in Scope (Paragraph 5.3 iv of the Collective Agreement)

 The decision on the eight cases (all dismissals) disputed by RMG as being in scope was received from Lord Falconer on 5th December 2023 and of the eight, he ruled:

  • One case was deemed to be in scope and therefore covered by the Collective Agreement. This person subsequently opted to take the enhanced package to leave RMG.
  • Three cases were upheld by Lord Falconer as being out of scope and these are now subject to a final internal appeal in line with Paragraph 5.3 (vi). PE members Luke Elgar, Steve Halliwell and Bobby Weatherall, will be representing these members.

Branches and Representatives should note that crucially the managers hearing these appeals are not the normal Appeals Managers as the Collective Agreement stipulated:-

“Exceptionally, RMG will ensure any such cases are dealt with independently of the normal managerial line and the panel of Appeals Managers”.  

  • Of the remaining four cases (all members not Reps), Lord Falconer felt he was unable to make a determination at this stage and therefore has afforded both CWU and RMG the opportunity to make further submissions as to why the cases should be deemed to be in or out of scope. Accordingly, we have made our submissions in this regard.

Once again support was provided from Divisional Representatives Ralph Ferrett, Paul Kennedy and Ian Taylor and Regional Secretary Kevin Beazer who completed an additional critique of the cases.  These were narrowed down to arguments as to why they should be in scope (meaning dispute related) and were not aimed at addressing whether dismissal was a fair penalty.

Dismissals (Paragraph 5.1 of the Collective Agreement)

We previously reported that 35 members/Reps had decided to return accepting the position of reinstatement (the actual number is now 36 and will extend to 38 with the two new cases referred to above).  Beyond this, a further 82 people that were dismissed opted for the enhanced financial package to leave RMG employment.

All back pay was received by 22nd December 2023 with a payslip provided to both leavers and returners.  This included the enhanced settlement payment for those who have decided to leave RMG employment.  The payslips provided a detailed breakdown of all payments due and this enabled individuals to check for accuracy.  Since then we have been working through a number of payroll enquiries with RMG relating to the arrears and, where appropriate, discrepancies are being rectified.

COT3 Settlement Forms

Following many detailed exchanges of correspondence and various meetings between our respective legal representatives with the involvement and input of ACAS, collective COT3 settlement forms were agreed in the first instance for those who opted for reinstatement and those leaving the business with the enhanced settlement.  Further work took place to agree the terms of the COT3 for those who received a penalty of less than dismissal and this was finalised on Friday 22nd December.

Refresher Session (Paragraph 8 of the Collective Agreement)

Following dialogue with RMG, we agreed there was no need for the joint session/broadcast, to “refresh the understanding of what is expected on the Royal Mail Conduct Code and Business Standards”.  As an alternative, it was agreed to have a low-key reintegration back into the workplace via an informal welcome back meeting conducted by the local manager and Rep.

ACAS Session (Paragraph 8 of the Collective Agreement)

Negotiations continue regarding the ACAS session to assist in identifying and discussing the lessons learned from the Independent Review and the dispute.  Now we have made significant progress in most other areas of the Lord Falconer Independent Review and the Collective Agreement, this particular component of the Agreement will be a primary focus.

Conclusion

 An immense amount of work has been undertaken to ensure the terms of the Collective Agreement were jointly implemented.  The vast majority of our Reps and members who were wrongly targeted by RMG during the 2022/23 national disputes have now been reinstated or received the enhanced settlement.  Additionally, all warnings for those who received penalties less than dismissal have now become time expired.

Whilst there is still work to be completed, some major milestones have been reached.  We will obviously continue to provide support and representation to those who have cases still to reach a conclusion.

Lastly, we would like to thank everyone who has contributed to the success of the Independent Review and the delivery of the Collective Agreement.  Our unified efforts have undoubtedly ensured justice has been delivered for those who RMG wrongly targeted through their aggressive use of an unagreed conduct procedure during the national disputes of 2022/23.

STEVE MANN – CWU T&FS SAFETY OFFICER

The General Secretary’s Office has recently been notified of the very sad news of the death of Steve Mann retired CWU T&FS Safety Officer.

Steve played a full and active role in the CWU joining the UPW in 1970 as a Postman at Muswell Hill Delivery Office. He transferred to Post Office Telephones in 1974 and became a member of the POEU. He was elected to various positions both in the POEU and the NCU. He was appointed as CWU T&FS Safety Officer in 2000 and retired in 2020.

Steve was also a member of the Labour Party, elected as a Councillor in Wood Green, Haringey in 2014. He also served as Deputy Mayor of Haringey from 2016 to 2018 and served as Mayor from 2017-18.

Information regarding the funeral arrangements and donations are detailed below and the family have requested that there be no flower tributes instead donations to Steve’s charities are requested.

Further to previously circulated LTBs and guidance issued to Branches and Regions the Health, Safety & Environment Department is issuing the following advice for Health and Safety Representatives in flood affected areas following the latest round of warnings and alerts issued by the Met Office and government agencies.

Flood forecast for the next 5 days:

Flooding impacts are expected to continue along parts of the River Trent, River Severn and River Thames for the next five days. The Government and Met Office warn that properties will flood and there will be travel disruption. River flooding impacts are also possible across parts of Yorkshire and Humber and possible but not expected tomorrow, as river levels remain high after the prolonged and recent heavy rainfall and wet weather. Local groundwater flooding is possible in parts of the South of England, Yorkshire and the Humber throughout the next five days. Land, roads and some properties could flood and there could be travel disruption. The Environment Agency has circa 266 Flood Warnings in place as of Saturday 6 Jan 2024, where flooding is expected and 163 Flood Alerts where flooding is possible. This number changes by the hour with warnings and alerts either added or removed and therefore should be monitored in the high risk areas. The flood warning websites for the UK, England, Scotland, Wales and Northern Ireland are below and provide ‘flood maps’ and the UK national floodline number is also below. Branch Safety Reps should keep a check of flooding in their areas.

There are around 3,500 measuring stations and most are along main rivers and the coast. These levels can help you understand your flood risk now and over the next few days.

Warning of flooded properties and transport disruption as river levels rise:

More than 1,800 properties have already been hit because of saturated ground, the Environment Agency has reported and more properties will flood over the next five days amid increased river levels and rainfall, the Environment Agency (EA) has warned with the impact of high water levels likely to continue over the coming days, particularly around the rivers Trent, Severn and Thames. It also says that transport services and roads are likely to continue to be disrupted alongside disruption to power supplies and other supplies.

Long range weather forecast for the UK:

The long range weather forecast for the UK from the Met Office is that colder conditions are on the way. The impactful rain and showers which have been a feature of the new year’s weather will eventually ease with many regions becoming drier and colder in coming weeks, marking a change in weather with a move to a colder and thankfully drier and more settled period for most areas.

In the meantime and until flooding eases and flood water recedes, the following advice and guidance has been compiled in conjunction with the Government’s Environment Agency (who have issued further flood warnings across many parts of Britain) and the UK Fire and Rescue Service (in respect of what to do prior to re-occupation of their premises after flood and storm damage):

Flood Safety Advice – IMPORTANT:

Before and during Floods – the Workplace – Commercial Premises and Vehicles:

  • Be pro-active if you are in a flood affected area or one in which a ‘Flood Warning’ has been issued and be prepared. The better prepared you are, the better you’ll cope with the effects of flooding. Don’t underestimate the damage a flood can do and don’t wait for floods to happen. Flooding can occur very quickly and if you aren’t prepared now, you may not have time to get ready once the flooding starts.
  • Listen out for local news reports, updates and warnings on radio and TV.
  • Check weather reports for your area.
  • Bear in mind the areas where the Environment Agency has issued ‘Severe Flood Warnings’ or ‘Flood Warnings’ (See Flood Warning Codes below).
  • Ensure that the Environment Agency, Local Authority and Emergency Services advice is followed by members.
  • Phone the Environment Agency’s Floodline on 0345 988 1188 for more information.
  • Remain aware of the Environment Agency’s ‘Flooding updates’ (see below) and identify high risk areas and safety concerns.
  • Try to work jointly with local management. Initiate discussions with the management Person In Control regarding the employer’s ‘Major Incident Plan’ ensuring it’s fit for purpose and that as a CWU Safety Rep, you are consulted and involved in the decision making process in line with your entitlement under the Safety Representatives and Safety Committees Regulations.
  • Jointly with local management liaise with emergency ‘Blue-Light’ Services and local authorities as the workplace may be evacuated in the event of a flood.
  • Ensure members are jointly briefed and receive sufficient information and instructions.
  • Be ready to turn off gas and electricity (get help if needed).  Unplug electrical items and move them upstairs if possible.
  • If floods occur then the bottom line is that under no circumstances should members’ safety be jeopardised. Advise members that floods can kill and that they should remember that several people have lost their lives during past UK floods.
  • Stay out of flood waters they are unsafe!  Advise members not to try to walk, wade or swim through floodwater – if on foot you can easily lose your footing and six inches of fast flowing water can knock a person over. Manhole covers may have come off in flood water and there may be other hazards you can’t see beneath the floodwater surface. People should also never try to swim through fast flowing water – they may get swept away or be struck by an object in the water.
  • Members should never try to drive through floodwater – two feet of water will float a car or van away – even if you are in a large goods vehicle it can still be swept away.  Avoid contact with floodwater – it may be contaminated with sewage.
  • Once flooding occurs, don’t travel unless you have to.

After the Floods – Flood Recovery Information – Workplaces and Commercial Premises:

  • Prior to re-occupation of the workplace premises that have been flooded ensure they are jointly inspected. A risk assessment must be undertaken to ensure the safety of all employees in the workplace.
  • The premises will need to be dried out and thoroughly cleaned up. Flood waters damage materials, leave mud, silt, contamination from sewage, other unknown contaminants and promote the growth of mildew. The walls, floors, shelves, contents and any other flooded parts of the building should be thoroughly cleaned and disinfected and made safe in all respects to reduce these hazards and the damage they cause.
  • If the premises have been flooded or water damaged, the electrical and gas installations should be checked by a competent person prior to reconnection;
  • Any electrical plant, machinery equipment which has been affected should not be used unless checked and verified safe by a competent person;
  • If the heating system for the premises is affected it should be checked by a competent person before being brought back into use;
  • If portable temporary heaters, space heaters etc. are to be used to heat and dry out the premises, ensure that they are positioned in well ventilated areas away from combustible materials and positioned as to not endanger staff;
  • The premises fire safety systems such as fire alarms, sprinklers or emergency lighting systems etc. should be checked and tested by a competent engineer prior to the occupation of the premises;
  • Any hazardous materials or substances on the premises which have been affected by water, should be quarantined and specialist advice obtained prior to disposal;
  • Ensure that premises security has not been compromised;
  • Damaged goods and equipment etc. should be removed and stored away from any building in a secure place or in a secured skip;
  • Check all fire exits and escape routes to ensure that they can be used prior to occupation;
  • If the premises have structural damage which may be a danger as a result of flooding or storm damage, the Local Authority should be contacted prior to occupation.
  • If you have any fire safety concerns, contact the local Fire Safety Department.
  • If you have any unresolved health and safety concerns, contact the local authority Environmental Health Department or HSE depending on the appropriate enforcing authority.

Before and during Floods – in the home members should:

  • Members should be made aware that there are 1.5 million properties at risk of flooding in England and Wales. One of them could be theirs!
  • Do what you can now to prepare for a flood. Don’t wait for the flood to happen. Floods can occur very quickly. If you aren’t prepared now, you may not have time to get ready once the flooding starts. The better prepared you are, the better you’ll cope with the effects of flooding.
  • Don’t underestimate the damage a flood can do – Check you have adequate flood cover on your home insurance. A recent Association of British Insurers (ABI) survey found that more than a quarter of UK people did not have sufficient home insurance cover to mitigate against losses caused by flooding!
  • Don’t assume everyone knows what to do. Make a family flood plan and practice it. Do any neighbours need any help during a flood? – get organised.
  • Listen to local Radio and TV for announcements. Check with Floodline on 0345 988 1188 whether there are specific flood warning arrangements for your area. Keep watching and listening. Stay alert; events can change very quickly during a flood. Keep an eye on the weather and listen out for warnings on the radio and TV.
  • Keep a list of useful phone numbers somewhere you’ll remember, e.g. your local council, the emergency services, your insurance company and the Environment Agency’s Floodline number 0345 988 1188.
  • Make a flood kit. Keep a torch, batteries, radio, and necessary medication, emergency numbers, rubber gloves and your insurance policy in a safe place, upstairs if possible.
  • Move pets, vehicles, valuables and other items to safety. Move upstairs onto higher ground.
  • Know how and where to turn off your gas and electricity supplies. If you’re not sure, check with the gas and electricity companies. Mark the tap or switch with a sticker to help you remember.
  • Get some sandbags (to block doors and airbricks but remember to ensure that there is adequate ventilation). Put sandbags or flood boards in place – but make sure your property is ventilated. Plug sinks/baths and put a sandbag in the toilet bowl to prevent backflow. Check in Yellow Pages under builder’s merchants for local suppliers or ask your local authority for advice. You can also make them yourself using old pillow cases or carrier bags and fill them with sand or earth.
  • Do as much as you can in daylight. Doing anything in the dark will be a lot harder, especially if the electricity fails.
  • If the flooding is serious the emergency services and your local authority may decide to evacuate you. Do exactly what they tell you. Remember to take supplies such as medication with you; you may be way from your home for a while.
  • Don’t drive through floodwater, your car may be swept away. Don’t walk in floodwater, it can easily knock you off your feet. The water could have open manholes, road works or objects and you won’t be able to see them.
  • Don’t walk on sea defences, riverbanks or cross river bridges if possible – they may collapse in extreme situations or you may be swept off by large waves. Beware of stones and pebbles being thrown up by waves.
  • Members should check on elderly relatives and neighbours to see if they are ok.

After the Floods – in the Home members should be advised:

  • Protect yourself and your family from stress, fatigue and health hazards that follow a flood.
  • Once it’s safe to go back in, protect your home and contents from further damage.
  • Some things are not worth repairing and some things may be too complicated or expensive to do by yourself – make the most of your time and money.
  • Dry out your home – Flood waters damage materials, leave mud, silt and unknown contaminants and promote the growth of mildew. You need to dry your home to reduce these hazards and the damage they cause.
  • Open doors and windows to ventilate the home. It takes a brick about a month to dry out, so take care to ensure your house is secure. Remember to unblock airbricks and doorways.
  • Do watch out for any broken glass or nails while you’re cleaning up.
  • Wash taps and run them for a few minutes before use. Main tap water should not be contaminated but check with your local water company if you’re concerned.
  • Clean up – The walls, floors, shelves, contents and any flooded parts of your home should be thoroughly cleaned and disinfected.
  • Don’t touch items that have been in contact with the water. Flood water is likely to be contaminated and could contain sewage. Disinfect and clean thoroughly everything that is wet.
  • If the premises have been flooded, don’t turn any electrical items back on. Any domestic appliances or equipment i.e., cookers, televisions, VCR’s, washing machines etc. which have been affected by water should not be used. Make sure they’ve dried out first. The electrical/gas installations should be checked by a competent person prior to reconnection. Contact the gas, electricity and water companies to get supplies checked before you turn them back on.
  • Heating systems i.e., gas boilers, oil boilers, storage heaters etc. which have been affected by water should not be used unless checked by a competent person;
  • Be vigilant where damaged household contents are left outside the property, including damaged vehicles which may be subject to theft or arson.
  • If your premises are unoccupied, make sure that they are secure;
  • If you are re-occupying the premises, ensure that your smoke alarms are working to ensure your safety;
  • If you are using portable heaters take appropriate precautions in the use and siting of these appliances and to ensure the safety of your family.  Portable heaters using gas, oil or paraffin etc. should have adequate ventilation.
  • If your premises has structural damage which may be a result of flooding or storm damage, you should contact the local authority prior to occupation.
  • Prepare for the next flood – Protect yourself from the next flood – As mentioned above, make a family flood plan to avoid or minimise further damage. Don’t think it can’t happen again. Restock your supplies.
  • Report the matter to your insurance company promptly – They’ll need to get moving quickly.
  • Check the internet under ‘flood damage’ for suppliers of cleaning materials or equipment to dry out your property.
  • Don’t trust bogus traders. With so much damage to repair, it’s tempting to take the first offer that comes along. Always check references and, if possible, get recommendations.

The flood warning code system consists of the following:

  • Flood Alert – Flooding is possible. Be prepared.
  • Flood Warning – Flooding of homes and businesses is expected. Immediate action is required. Act now!
  • Severe Flood Warning – Severe flooding is expected with danger to life and property. Act now!
  • All Clear/Warning No Longer in Force – No further flooding is expected for this area.

In June 2023, Royal Mail and the CWU shared the indicative modelling for Delivery Office start and finish times before CWU members participated in the ballot on the RM/CWU Business Recovery, Transformation and Growth Negotiators Agreement.  Given the complex nature of mail circulation from the mainland to the island postcodes for ZE, HS and KW no information for these locations was shared at this time.

In line with the commitments set out in Appendix 2 of the Business Recovery, Transformation & Growth Agreement, both parties embarked on a joint programme of work designed to achieve the necessary pipeline, workflow and mail centre cycle time improvements required to limit the change to start and finish times up to a maximum of 60 minutes in Deliveries.

During this joint activity a potential significant impact on the Shetland, Orkney and the Outer Hebrides islands with the onward flight connections for these locations, which are currently processed at Inverness and Aberdeen mail centres, was exposed.  Highlighting the revised Network would result in significantly reduced connectivity with the islands with mails missing the connecting flights.

The National Joint Working Group and the Local Joint Working Group for the Scotland region have jointly looked for solutions which meet the needs of customers in these remote communities, delivers on our Quality of Service/USO commitments and limits the impact on start and finish times in Delivery.

Following this activity, the proposed solution is to process mail destined for Shetland, Orkney and the Outer Hebrides at Glasgow Mail Centre with flights departing from Glasgow Airport instead of the current operation whereby mail is processed at Aberdeen and Inverness Mail Centres with flights from Aberdeen and Inverness airports to the islands.  This recirculation maximises the potential to maintain or improve connectivity and service provision to the islands following the Network Window changes.

For clarity this activity is separate to the phased removal of the inland flight sectors from Aberdeen and Inverness Air Hub which remains unchanged i.e. Inverness Air Hub remains open until April 2025 in line with the commitments contained within the BRT&G Agreement.

It is recognised there will be a loss of workload in Aberdeen and Inverness Mail Centres, based on Royal Mail’s provisional modelling both parties anticipate any frontline headcount reduction can be addressed through the reduction in external and flexible resource, though there will be a reduction in Mail Screener roles at both plants.

Both Parties reaffirm that in line with the commitment at Section 3.1.3 of the Business Recovery, Transformation and Growth Agreement, with the exception of VR compensation terms, the full terms of the existing MTSF process for voluntary redundancies will apply, including how surpluses and redeployments are managed.

Branches have seen the ITV production being broadcast this week entitled “Mr Bates vs The Post Office”.  The four-part series is extremely moving and accurately portrays the misery and suffering of hundreds of Postmasters and their families during and after the Horizon scandal, which has come to be widely perceived as the most serious miscarriage of justice in British legal history.  The link to download the four episodes is: https://www.itv.com/watch/mr-bates-vs-the-post-office/10a0469/10a0469a0001

We would like to congratulate Alan Bates and the Justice for SubPostmasters Alliance (JFSA) who have campaigned for justice for the victims of this horrendous travesty for many years.  Their determination and perseverance has helped to achieve the overturning of a significant number of unsafe convictions and securing compensation schemes for those who have suffered so terribly.  The CWU is calling upon Government to provide more tangible support for the victims and to speed up the compensation scheme process.

The CWU as a Core Participant in the Sir Wyn Williams Inquiry on the Horizon scandal will be involved in the various hearings during 2024 and this will afford us the opportunity to help the victims highlight the horrendous tactics deployed by Post Office in its long running persecution of Postmasters.  This will also allow us to add our voice to the increasing demand for accountability of the senior Post Office Directors behind the Horizon scandal.  In this regard, below is a link to a petition which asks people to lend their support to have ex Post Office CEO Paula Vennells stripped of her CBE:

We would also like to highlight the comments earlier this week in the media by Kevin Hollinrake, Post Office Minister who said “… ultimately you’ve got responsibility for what happened, you are the Chief Executive. If I was Paula Vennells I would seriously consider handing that [CBE] back voluntarily”.

Lastly, the CWU has a fully functioning Postmasters Branch with Sean Hudson as Branch Secretary and a working Committee.  We would urge all Branches and members when encountering Postmasters in their daily working lives to encourage them to join the CWU.
