Further to LTB 408/19 regarding the above, circulated on 3rd July 2019.

Branches/colleagues are advised that a Seminar/Workshop has been arranged to aid the development of a wider strategy within the Postal Constituency to meet the objectives and mandate detailed in the terms of Motion 81.

The Seminar/Workshop will be held on Wednesday 9th October 2019 at the Holiday Inn, Liverpool City Centre, Lime Street, Liverpool L1 1NQ beginning at 10:30am and concluding no later than 16:00pm.

The following Representatives are invited to attend the Seminar/Workshop:

  • Postal Branch Secretaries (or their Substitute or appropriate Branch Officer)
  • Royal Mail Divisional Representatives (a minimum of 2 from each Division)
  • Territorial Engineering Representatives
  • Parcelforce Regional Organisers
  • Regional Secretaries

It should be noted that due to the capacity of the venue, Branches are only able to send one delegate. Your assistance in this regard would be appreciated.

Further details on the wider strategy and activity that will take place on the day will be circulated in due course however the DGS(P) Department thought advance notification of this event would assist Branches/colleagues to make the necessary travel/accommodation arrangements as appropriate.

Ken McKenzie Award for Lifelong Learning 2019

Branches will be aware of the policy adopted at General Conference 2010 to present the “Ken McKenzie Award for Lifelong Learning” which is presented to a Union Learning Representative (ULR) or group of ULRs who have made a significant contribution to lifelong learning within the CWU. The award is presented each year at our CWU ULR National Networking Event. This year will follow tradition and be part of the agenda at this year’s event scheduled to be held in Liverpool over two days on the 20th and 21st November 2019. 

Last year the accolade was awarded jointly to Wayne Callaghan (North Wales & Chester Combined) and Amy Jackson (North Staffordshire Postal) and as usual we received a good number of nominations of a very high quality.

I am now inviting applications for the 2019 Annual Ken McKenzie award for lifelong learning. The award will be made in recognition of exceptional achievements and contributions to lifelong learning and training by a CWU ULR or a group of CWU ULRs.

Nominations can be made by Branches, Regional Learning Committees or Regional Committees via letter or email to my Department.

Nominations should include a précis of the nominated ULR or group of ULRs endeavours and achievements and be sent to:

This year’s networking event will take place on the 20th & 21st November 2019 at: 

The Liner Hotel, Liverpool, Lord Nelson Street, Liverpool, L3 5QB

This event will ensure that our ULRs can discharge their legally recognised responsibilities to great effect through networking with other educationalists.

Over the two days, delegates will explore new and innovative ideas on learning and enhance their skills so that they can facilitate both new and ongoing learning opportunities in their workplaces.

This year’s theme is “Learning without Limits” and will focus heavily on distance learning resources available to all members irrespective of their workplace or duty. 

There will be opportunities:

· To meet with other CWU Union Learning Representatives 

· To attend facilitated workshops 

· To hear from high profile guest speakers 

· To learn about the latest CWU learning developments 

· And to celebrate your achievements!

Please note that Branches are responsible for delegates travel and authorised expenditure for this event. However, we will be providing lunch and an evening buffet on the 20th and lunch on the 21st November 2019.

Branches are asked to book a ULR delegate place by email in the first instance to learn@cwu.org with contact details including name, Branch, contact number and an email or postal address to which an application form can be sent.

Alternatively, Branches can contact Michelle Simpson (as listed below).

The form will be sent out to the individual ULR and this will need to be countersigned by the Branch Secretary. Delegates who have specific dietary needs or allergies must advise us of any requirements on the form.

To guarantee that your Branch is represented you must return your completed and signed application form to the Education & Training Department at HQ by Friday 1st November 2019. 

You can book accommodation at The Liner Hotel for a cost of £67.50 per person per night. This cost also applies if you wish to stay more than one night (apart from weekends).

Please advise The Liner Hotel that you are attending the CWU ULR Networking Event using the code 1911COMMUN. Accommodation at The Liner will be on a first come-first served basis and you can book into other accommodation in Liverpool if you wish. A list of nearby hotels is attached which cover a range of prices. Please note that the hotels listed have not been vetted by the CWU so we cannot make any recommendations. 

Unfortunately, due to registration and accommodation not being linked, we will not be able to arrange substitutions for delegates. The Branch will need to contact both the Equality, Training & Development Dept. and the hotel directly to either notify of cancellation or replacement by another ULR from within the Branch.

This event is being supported by the CWU and the Union Learning Fund (England).

Release

This event should attract paid release for those accredited ULRs working for employers where the CWU is recognised. The event is specifically designed to meet the aims of ULR legislation and is fully supported through the Government Department for Business Innovation and Skills. The ACAS Code of Practice applies.

MOTION E2 POSTAL CONFERENCE 2019 – MEMBERSHIP RECORDS

Following the carriage of the above emergency motion at Postal Conference in April it is now necessary to carry out work on membership records in anticipation of the need to carry out aspects of that motion. The negotiations relating to the main Industrial Relations issues contained within the terms of this motion are ongoing and updates will continue to be communicated by Terry Pullinger DGSP.

However Branches will be aware that we need to review and prepare various aspects of our membership records to ensure we are able to carry out, if necessary, that part of the Emergency Motion E2 that deals with the issue of Industrial Action.

In other words in the event that those discussions are unable to conclude with an agreement we will have to plan for the prospect of an Industrial Action ballot. Branches will recall that in 2017, when we undertook an Industrial Action ballot under the Four Pillars campaign, we placed additional resource (Martin Akerman) into the SDGS department to oversee and co-ordinate that activity. We can confirm that the arrangements will remain exactly the same for this project.

Accordingly and with immediate effect we require all branches to identify a dedicated individual who will be the contact point between the branch and the SDGS department to ensure our membership records are correct.

We need to emphasise that this is an extremely important activity that will be essential to us implementing the relevant part of E2 and any resultant industrial action ballot.

From this point on there will be an extremely close working relationship between the DGS(P) and SDGS departments on this issue to ensure this union acts as one in moving forward at such an important time.

We now require that Branches identify the individual to act as the contact point and that the name and contact details of that person should be sent to makerman@cwu.org by no later than Monday 19thAugust 2019.
