A personal message from Dave Baigent:
As the Labour Party Candidate for Police and Crime Commissioner I aim to set the county alight by winning this election. However, I can only do it with your support. I am seeking to hold street stalls across Cambridgeshire and Peterborough every day between now and the election. The role of Police and Crime Commissioner is to set policing priorities and agree the budget. I am campaigning to provide the People with a police service that they want and against Tory Politicians who have cut and privatised the Police each year since 2010.
A wider explanation of my vision can be found http://www.davebaigent.com/vision.html including my aims to improve the police, when in 2001 I wrote the two Public Service Degrees at Anglia Ruskin University and became a Principal Lecturer on Policing Leadership, Management, Culture and Equality. These degrees, which aim at students who want to join uniformed public services (primarily the police), are now offered at Cambridge, Peterborough and Harlow.
My number one priority as Commissioner will be to give the people of Peterborough and Cambridge the type of police service that they want through a completely new approach to community policing. This will be done by me bringing senior police officers to meet with the community and for them to jointly agree their policing priorities. Then in turn the agreed police/public priorities would become my priorities. And of course my priorities then become the police’s priorities.
Maintaining and improving the police/public relationship will be at the core of everything that I do as Commissioner.
This is an often-made claim, but these are not just words. I am a can do person, hard working, practical and trustworthy. Abilities that alongside my life skills will help me to bring about a police service that reflects its community, is accountable to residents, and speaks/listens to them.
That is exactly what I do when I campaign – I get out and talk to people in their communities and I listen to them – that is how you build trust.
Not a Career Politician but the People’s Commissioner – Firefighter for over 30 years – Studied for a first degree / PhD in Sociology – Wrote ARU’s Public Service Degree – Then a principal lecturer on Policing – Now a Cambridge City Councillor and standing to be The People’s Commissioner.
More than willing to come and talk to any wider group about my vision.

You will recall that in November 2015 the situation locally in respect of the business not adhering (in our opinion) to our National Agreements regarding the above had become so dire that it was necessary for a national intervention and the negotiation of a Joint Statement to guide and refocus the field (LTB 715/15 refers).
Unfortunately it is with great frustration that once again we are required to intervene due to management’s failure to apply our agreements at local level. This has now reached epidemic proportions with the consequences of managers performing OPG work, excessive use of agency and casuals, excessive levels of overtime, part timers being asked to regularly perform hours above their conditioned hours (despite not being offered increased contracts in line with our agreement), an apparent national block on any full time recruitment, the cessation of temporary contracts, regardless of need, and offers of un-agreed voluntary redundancies etc threatening industrial stability.
Against that backdrop the Postal Executive has for the first time taken the very serious step of registering a national Point of Principle, in line with Schedule 3 Disputes Resolution Procedures of the legally binding agreement, and in particular Section 3 Achieving National Agreement 3.1 Point of Principle.
This is new territory for us and it is with great regret that we’ve had to take this action but it is naive to believe that industrial stability will be maintained if agreements reached nationally are not applied in the workplace locally.
Clearly this Point of Principle is not about renegotiating our National Agreements but rather the business’ failure to deploy those National Agreements and enforce them at local level. Our on-going dialogue will be about how we jointly correct that situation and restore confidence in our procedures.
Notwithstanding the position being taken nationally, Local, Area and Divisional Representatives should continue to challenge any activity which is considered inconsistent with our National Agreements via the IR Framework.
Attached to this LTB is a letter sent to Mike Newby on this issue which is self-explanatory.
Branches should ensure that this LTB is given the widest possible circulation and that it is brought to the attention of local Representatives.

Further to LTB 120/16 Branches and Representatives will wish to be aware that Romec has issued letters (attached) to staff welcoming the recent CWU results endorsing the agreement on Future Provision of FM services to Royal Mail and providing an update on discussions with Cofely on full transfer of ownership to Royal Mail Group.
The union was consulted prior to the letters being issued.

Dear Colleagues,
NEW ONLINE JOINING 
LTB 701/14 dated 6th November 2014 gave details of the developments we had made with regards to the complex method of prospective members joining online.   
Following extensive communications and discussions with external companies including our bank, we have now completed a new bespoke online joining solution package. 
This package will now enable the CWU at all levels to recruit new members more efficiently and speedily without the need to utilise either the numerous application forms currently in existence or the laborious manner in which we sign new members by Direct Debit. The process will ensure that any new member will receive immediate information that they are a member of the CWU once they have completed the process. 
We have enclosed a “user guide” for Branches and Representatives to fully understand the new process. Once the new member has joined online they will receive an immediate email giving them their CWU membership number. Once a member of staff has allocated the region and branch, the new member will receive a template standard letter informing them of their new branch details. This letter will also immediately be sent to the Branch Secretary. 
We have recently held a number of live testing days with a couple of Branches and this has identified that we are now ready to launch the online joining service across the entire union. 
It will be our intention to go live with online joining on Monday 14th March 2016. Moving forward we will be considering a number of initiatives to maximise its usage. If any branch intends to hold a targeted recruitment day or similar event in any business unit/workplace we can assist with such an occasion by ensuring we have staff available to respond to any potential request, should you require such assistance please contact makerman@cwu.org to arrange this.
